We are currently seeking qualified Utility Inspectors for water-sewer utility construction projects in the Charles Town, WV area. Available positions are to serve existing utility and service authority contracts within this region. Projects include large and complex pump stations and smaller task order-based water and sewer system upgrades. 
The Utility Inspector is responsible for managing and performing daily construction management and inspection services for various types of utility projects and must have significant experience in utility construction, must be proficient at reading and interpreting plans, specifications, and shop drawings as well as overseeing construction document controls and enforcing contract compliance. 
Responsibilities:

<li>Construction management </li>
<li>Performing field inspection of Contractor's operations to see that they comply with contract documents </li>
<li>Inspection of full scope of work, including electrical and mechanical systems, and other equipment associated with pump stations and other similar utility facilities.</li>
<li>Preparing daily and weekly reports on work accomplished by Contractor; coordinating and observing materials testing and maintaining testing logs </li>
<li>Reviewing periodic pay estimates for accuracy with Contractor </li>
<li>Preparing sketches and assembling data for Engineer's use in making changes to the project (PCOs) </li>
<li>Managing the RFI and Submittal Log, and facilitating the review and response process</li>
<li>Keeping diaries and making reports on work accomplished and/or noted deficiencies, performing sophisticated, complicated mathematical calculations </li>
<li>Reviewing Contractor schedules including initial CPM and monthly updates </li>
<li>Communicating effectively with the Engineer, Owner and Owner’s operational and field staff on a regular basis, keeping them apprised of field conditions and maintaining active communications and excellent rapport with the Owner and the entire project team throughout the construction process </li>

 Qualifications:

<li>2-5 years of specific utility construction management and inspection experience on complex utility projects</li>
<li>Education

<li>Bachelor of Science in an Engineering or related field preferred</li>

<li>Experience in coordinating inspection duties with multiple simultaneously operating crews </li>
<li>Experience tracking daily quantities, completing daily inspection reports, reviewing payment requisitions and maintaining field sketchbooks and as-built drawings. </li>

The Construction Inspector is responsible for managing and performing daily construction management and inspection services for various types of WVDOH and locality transportation projects.
Inspection performed on projects that include but are not limited to:
<ul>
<li>Resurfacing</li>
<li>Slide repairs</li>
<li>Bridge and roadway construction</li>
<li>Construction management</li>
<li>Performing field inspection of Contractor's operations to see that they comply with contract documents;</li>
<li>Preparing daily and weekly reports on work accomplished by Contractor;</li>
<li>Performing materials testing and maintaining testing logs;</li>
<li>Reviewing periodic pay estimates for accuracy with Contractor;</li>
<li>Preparing sketches and assembling data for Engineer's use in making changes to the project;</li>
<li>Keeping diaries and making reports on work accomplished and/or noted deficiencies;</li>
<li>Performing sophisticated, complicated mathematical calculations;</li>
<li>Reviewing Contractor schedules including initial CPM and monthly updates;</li>
<li>Communicating effectively with the all parties involved in the project, including the Owner and Owner's operational and field staff on a regular basis;</li>
<li>Keeping them apprised of field conditions and maintaining active communications and excellent rapport with the Owner and the entire project team throughout the construction process</li>
</ul>
Required Qualifications:
<ul>
<li>Must have a High School diploma or State Equivalency Certificate. </li>
<li>Certified as, or possess the qualifications to certify as, a WVTRET Level II minimum in the WVTRET Certification program. Certification levels are dependent on years of experience, education, and certifications held in conjunction with the WV Transportation Engineering Technician (WVTRET) Certification approved by the WVDOH.</li>
<li>Basic computer skills (Word &amp; Excel) required</li>
<li>Must be flexible and able to work in a team environment and/or independently</li>
<li>Proven work ethic and willingness to learn and complete training provided</li>
<li>We will train the right person with the right attitude</li>
</ul>
Must be willing to work nights and overtime, when required by the project assignment
Preferred Qualifications:
<ul>
<li>Associate’s Degree or higher in a field related to engineering, technology, or construction, or other related advanced certificate preferred and highly desired</li>
<li>Certified as, or possess the qualifications to certify as, a WVTRET Level III or higher preferred. Certification levels are dependent on years of experience, education, and certifications held in conjunction with the WV Transportation Engineering Technician (WVTRET) Certification approved by the WVDOH.</li>
<li>Basic computer skills (Word &amp; Excel) required</li>
<li>Highway construction inspector experience preferred from entry level to senior level</li>
<li>Preferred applicants have demonstrated inspection and management experience with roadway and bridge construction, utility construction, and related pavement rehabilitation projects requiring monitoring a contractor's work for conformance to the design plans, specifications and general permit requirements</li>
<li>West Virginia Division of Highway (WVDOH) experience preferred</li>
<li>SiteManager experience and WVDOH Materials Certifications a plus (aggregate sampling and technician, Portland Cement concrete inspector and technician, soil and aggregate compaction technician, asphalt plant and asphalt field compaction technician)</li>
<li>Ideal candidate will reside in a 1.5 hour radius of Charles Town, WV</li>
