ESSENTIAL FUNCTIONS:
<ol>
<li>Develop strategic approaches to most effectively meet regulatory requirements to support efficient project execution.</li>
<li>Effectively coordinate with DOE to ensure timely and effective communication with regulatory agencies, to include NYSDEC, EPA, and NRC.</li>
<li>Develop plans and approaches for determining and addressing environmental trends associated with groundwater, surface water, airborne pathways, and DOE requirements for environmental monitoring programs.</li>
<li>Identify and resolve a wide variety of complex issues and effectively manage projects and special assignments to deliver results on time and within budget.</li>
<li>Establish priorities, work schedules, control cost and meet deadlines.</li>
<li>Interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.</li>
<li>Direct the work of others, develop, and implement special projects and resources, write procedures and guidelines, and mentor others.</li>
<li>Develop and execute short-term strategic plans from assignments in terms of desired objectives through independent selection of methods, procedures, and approaches to solutions of the problems to be solved by accomplishing the defined objectives.</li>
<li>Plan, develop, and carry out strategic short-term programs essential to the mission.</li>
<li>Perform broad and intensive practices to establish concepts, theories, or programs or to resolve complex problems. </li>
<li>Interface with individuals or groups from inside and outside the organization, senior management, as well as high-ranking officials from outside the organization.</li>
<li>Provide regulatory, DOE compliance, technical direction and guidance to department and company engineers, operators, and other personnel on regulatory issues relating to environmental compliance issues or concerns.</li>
<li>Negotiate along with DOE counterparts and company management with regulators to appropriate levels of environmental compliance and reporting.</li>
<li>Justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance with practices or procedures. </li>
<li>Effectively communicate complex ideas and issues to a diverse audience of subordinates, peers, superiors, and various external customers, using skills of persuasion through verbal and written means to build consensus which leads to agreement on innovative solutions for difficult issues.</li>

SUPERVISORY RESPONSIBILITIES:

<li>Maintains department staff by recruiting, selecting, orienting, and training employees, maintaining a safe, secure, and legal work environment, and developing personal growth opportunities.</li>
<li>Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, coaching, counseling, disciplining employees, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.</li>
<li>Establishes department strategic goals by gathering pertinent business, financial, service, and operations information, identifying and evaluating trends and options, choosing a course of action, defining objectives, and evaluating outcomes. </li>
<li>Accomplishes financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.</li>
<li>Treat all employees fairly in all aspects of the employment process by complying with the spirit and intent of federal, state, and local legislation, regulations, and executive orders providing for equal opportunity.</li>
