Role Overview
 
We are seeking an experienced Plant Manager to lead the development of a new, greenfield industrial facility in eastern from site preparation and construction through commissioning, start-up, and steady-state 24/7 operations. This role owns safety, quality, delivery, cost, and people leadership for the site, and will be the single point of accountability for plant performance.
 
What Youll Do
Phase 1: Greenfield Development &amp; Construction
<ul>
<li>Serve as owners representative throughout design and build; ensure constructability, operability, safety-in-design, and maintainability are embedded in all decisions.</li>
<li>Partner with Engineering, EHS, and Project Management to deliver detailed design, permitting, procurement, construction, and utilities tie-ins to scope, schedule, and budget.</li>
<li>Stand up site controls: site logistics, construction safety plans, lockout/tagout boundaries, contractor management, and quality assurance/quality control (QA/QC).</li>
<li>Build the plant operating model (org structure, roles, training roadmap, shift pattern, SOPs, maintenance strategy, spares strategy) ahead of first equipment arrival.</li>
<li>Lead risk registers, HAZOP/LOPA reviews, pre-startup safety reviews (PSSR), and readiness assessments.</li>
</ul>
Phase 2: Commissioning, Start-Up &amp; Ramp
<ul>
<li>Lead multi-disciplinary commissioning plans, FAT/SAT acceptance, and turnover from EPC/vendors to Operations.</li>
<li>Establish control room standards, start-up procedures, and run rules; set initial operating envelopes and centerlines using Hub500 operations in Kingston and Spoke 1 as the initial baseline.</li>
<li>Build and run the 24/7 shift organization (operations, maintenance, lab/QA, materials handling) and manage on-call response.</li>
<li>Implement training &amp; certification (operator qualification, LOTO, confined space, powered industrial trucks, first responder/Emergency Response Team).</li>
<li>Set up production accounting, quality systems, and CMMS; launch tiered daily management (Tier 13), visual KPIs, and escalation protocols.</li>

Phase 3: Steady-State Operations &amp; Optimization
<ul>
<li>Own safety culture and performance (Zero Harm mindset) and ensure regulatory compliance with SC OSHA and South Carolina Department of Health and Environmental Control (SCDHEC) requirements.</li>
<li>Deliver production, yield, quality, and cost targets; manage budget, inventory, utilities, and site services.</li>
<li>Drive reliability: preventive/predictive maintenance (PdM), root cause analysis (RCA), and reliability-centered maintenance (RCM) to maximize OEE.</li>
<li>Lead continuous improvement; reduce downtime, waste, and variability; optimize throughput and energy use.</li>
<li>Manage supplier performance and logistics for a 24/7 inbound/outbound operation; align with corporate supply chain and commercial teams.</li>
<li>Work with Supply Chain Management, Strategic Partnerships and External Customers to optimize the feedstock and offtake and to explore new feedstock opportunities</li>
<li>Represent the site with community, regulators, and company leadership; prepare clear performance reports and action plans.</li>
<li>Work with Engineering and Capital Project on future site expansion projects including new Spoke facility and additional Hub 2000 expansions.</li>

Required

Job DescriptionSalary: 
This position will support our joint venture with partner company, ATI, Inc. DGI-ATI (JV) has a current need for a full-time Space Planner/Designer II.

Duties and Responsibilities
Duties may include, but not be limited to, the following:
<ul>
<li>Conducts surveys, analyzes functions, determines individual office requirements for specific office space, analyzes requirements for space alterations for telephone outlets, computer outlets, furniture, and equipment layouts.</li>
<li>Responsible for producing accurate design plans utilizing the CAD Computer drafting system and preparing recommendations for specific design plans.</li>
<li>Prepares reports and presentations on high level projects for review by senior level management.</li>
<li>Reviews, analyzes, and develops methods to improve the accuracy, adequacy, timelines, and validity of data for dissemination to managers at all levels.</li>
<li>Assists program managers in developing strategies for meeting space planning goals and objectives.</li>
<li>Participates in engineering surveys and initiating, formulating, and adapting design plans, and specifications.</li>
<li>Initiates professional application of the physical sciences, pertinent calculations, and sound judgment in compliance with existing directives, codes and precedents for new construction, modifications or alterations, additions to existing buildings, utility systems and building service equipment.</li>
<li>Provides original detailed drawings utilizing resident AutoCAD computer system to provide the finished product.</li>
<li>Prepares drawings, layouts, and plans for proposed additions, improvements, alterations, modification, and equipment installations, utilizing written specifications, photographs, sketches, models, stairways, platforms, structures, drainage patterns, plumbing, heating, air conditioning and electric systems.</li>
<li>Prepares cost of materials, equipment, labor and maintains a database to determine cost trends in the local construction market.</li>
<li>Prepares space programs, space planning, design sketches, and project management of renovation projects.</li>
</ul>

Required Qualifications and Experience 
<ul>
<li>Minimum of five (5) years of relevant experience</li>
<li>Mastery of AutoCAD</li>
<li>AutoCAD training certification, equivalent technical trade school certification, or relevant Associates degree and relevant experience.</li>
<li>Experience in utilizing use Archibus and Integrated Workplace Management System (IWMS) applications.</li>
<li>Must be able to draw using CAD from extensive existing file of floor plans, design drawings, and schematics for construction and renovation projects.</li>
<li>Knowledge of GSA construction standards to accurately interpret drawings, specification, and schematics for renovation and construction projects.</li>
<li>Experience creating design layouts and reports to present to executive leadership using Auto Computer Aided Design (CAD) and preparing drawings of utility systems, roadways, parking lots, and landscaping in addition to structural requirements.</li>
<li>Experience developing activation spreadsheets for each project, plan procurement obligations, budgets, and resource requirements to activate new facilities.</li>
<li>Experience in analyzing equipment requirements and how to integrate functions with appropriate capabilities of existing systems; as well as identifying building infrastructure requirements for equipment installation and provide to architect/engineering firms to be included in all design and construction documents.</li>
<li>BA/BS degree in architectural engineering may be accepted as satisfying in full the basic Level I requirements.</li>
<li>Must be a US Citizen and eligible to obtain and maintain clearance; Candidate must be able to work independently in a secure or sensitive environment</li>
</ul>

Job Type: Full-time

Pay Range:$112,000 - $125,000/year depending on experience
 
Location: Washington, DC

Working Hours: Normal Work Hours Monday Friday (anticipate 40 per week).
