SUMMARY

\n

The WIOA Contract Governance & Compliance Manager advances WDC's mission of transforming the regional workforce development system and driving equitable workforce outcomes by overseeing contract administration, compliance monitoring, and risk management for WIOA-funded programs and other federal grants administered through the Local Workforce Development Board (LWDB). This role ensures WDC, its subrecipients, and contracted service providers operate in full compliance with WIOA regulations, federal grant requirements under 2 CFR Part 200 (Uniform Guidance), and applicable state and local policy — safeguarding the integrity, accountability, and performance of public workforce investments.

BACKGROUND

\n

The Workforce Development Council of Seattle-King County (WDC) is a nonprofit, grant-making organization serving as the Local Workforce Development Board (LWDB) designated by the City of Seattle Mayor and King County Executive to administer federal workforce development funds under the Workforce Innovation and Opportunity Act (WIOA). WDC works collaboratively with industry, education, community organizations, workforce partners, and government agencies to create equitable pathways to employment and economic opportunity throughout the Seattle-King County region.

DUTIES AND RESPONSIBILITIES

\n

    \n
  • Contract & Subaward Administration: Manage the full lifecycle of WIOA and other federally funded contracts and subawards to subrecipients and service providers, from procurement and negotiation through execution, amendment, and closeout.
  • \n

  • Risk-Based Monitoring: Design and lead a risk-based monitoring program for subrecipients and contracted providers in accordance with WIOA, 2 CFR 200, and LWDB/state policy, including desk reviews and on-site programmatic and fiscal monitoring visits.
  • \n

  • Subrecipient Oversight: Assess subrecipient fiscal and programmatic risk, issue monitoring findings, develop and track corrective action plans, and follow through to resolution.
  • \n

  • Federal & State Compliance Reporting: Ensure accurate and timely reporting to USDOL, the state workforce agency, and the LWDB Board on program performance, expenditures, and compliance status.
  • \n

  • Policy Interpretation & Development: Interpret WIOA regulations, Training and Employment Guidance Letters (TEGLs), and state/local guidance, translating them into LWDB policy, procedures, and monitoring tools for the provider network.
  • \n

  • Audit & Program Review Coordination: Serve as the primary point of contact for state and federal monitoring visits, Single Audit (Uniform Guidance) requests, and program reviews, coordinating and tracking responses to findings.
  • \n

  • Fiscal Compliance Review: Partner with finance staff to review subrecipient invoices and cost draws for allowability, allocability, and reasonableness under federal cost principles.
  • \n

  • Training & Technical Assistance: Deliver training and technical assistance to LWDB staff and contracted providers on WIOA compliance requirements, monitoring expectations, and corrective action processes.
  • \n

  • Data Integrity & Case Management Oversight: Oversee participant eligibility documentation and case management data systems to support performance reporting and audit readiness.
  • \n

  • Continuous Improvement: Recommend and implement improvements to internal controls, monitoring tools, and compliance processes to strengthen accountability across all WDC-funded programs.

JOB REQUIREMENTS

\n


\n

Required Qualifications:

\n

    \n
  • Bachelor’s degree or equivalent experience in public administration, nonprofit management, business administration, grants/contracts administration, compliance, or related field.
  • \n

  • 5–7 years of experience managing contracts, grants, compliance, or monitoring activities.
  • \n

  • Experience with federal, state, or government-funded programs.
  • \n

  • Experience interpreting regulations, policies, and contractual requirements.
  • \n

  • Experience conducting monitoring reviews or compliance assessments.
  • \n

  • Strong written and verbal communication skills.
  • \n

  • Experience developing policies, procedures, templates, and documentation.
  • \n

  • Strong organizational skills and ability to manage multiple priorities.
  • \n

  • Ability to build collaborative relationships with diverse stakeholders.
  • \n

  • Experience supervising, coordinating, or mentoring compliance, monitoring, or contracts staff.
  • \n

Preferred Qualifications:

\n

    \n
  • Experience with WIOA workforce programs.
  • \n

  • Knowledge of Washington State Employment Security Department workforce policies.
  • \n

  • Experience with Uniform Guidance (2 CFR Part 200).
  • \n

  • Experience with nonprofit grant administration.
  • \n

  • Experience supporting federal monitoring reviews.
  • \n

  • Experience with contract management systems.
  • \n

  • Experience with case management or data systems such as ETO or WAWorks.
  • \n

  • Experience serving in, or supporting, an Equal Opportunity Officer or civil rights compliance function.
  • \n

  • Advanced computer skills, including proficiency in Word, Excel, Outlook, SharePoint, and other office and reporting tools.
  • \n

Working Conditions

\n

This position is a mostly remote work arrangement, with occasional onsite work located in and around our Seattle office. Some travel is required to attend meetings/events/conferences locally, statewide, and nationally. Regular workday and work week are established with some planned early morning or evening hours, and overnight/out of area travel.

\n

Physical Requirements

\n

Employee is expected to make decisions, read, write, speak publicly, and interpret information and data. May be seated for periods of time, and occasionally may have to lift a boxes or other materials that weigh less than 20 lbs.

Pay: $105,344.00 - $121,700.00 per year
