 Position Summary:  
The Senior Data Analyst works with a substantial degree of independence, under the direction of a Data Scientist or Principal Research Scientist. The Senior Data Analyst is responsible for working under the direction of project leads statistical modelling, data analysis and analytic workflows, including oversight and strengthening of multiple projects’ programming code and documentation. The Senior Data Analyst will have sufficient expertise in Bayesian modeling and programming needed to maintain and improve generative Bayesian models used to produce regularly updated estimates of sexual and reproductive health outcomes and indicators in the US and globally. 
 Please note: this role is titled the Senior Data Analyst externally and aligns internally with the title of Senior Research Associate. 
 Responsibilities and/or duties:

<li>Under guidance of project leads, maintain, improve and regularly run generative Bayesian models implemented in the Stan and/or JAGS programming languages.
<ul>
<li>Implement improvements in model code to reduce run times or create new features.</li>
<li>Review and report on model diagnostics and help to identify and troubleshoot convergence issues. </li>
<li>Manage ongoing model validation processes using approaches like k-fold cross-validation and PSIS-LOO. </li>

<li>Oversee analyses, program code and associated documentation for modeling work under direction of the projects’ leadership. </li>

<li>Support and/or participate in drafting and/or review of research articles and project reports, serving as first author in some cases. </li>
<li>May be asked to present findings and represent Guttmacher at meetings and conferences. </li>
<li>Other duties as assigned.   Qualifications: </li>
<li>Demonstrated experience performing and understanding Bayesian analyses, preferably with a focus on producing descriptive indicators and forecasts in sparse data contexts. </li>
<li>High level of expertise working with population survey data, including DHS, MICS, PMA as well as other survey data; familiarity with sample design. </li>
<li>High proficiency in R, and prior experience with Stan, JAGS, or another probabilistic programming language. </li>
<li>Stata proficiency is desirable but not required. </li>
<li>Able to learn new data manipulation and analysis techniques and tools quickly. </li>

Salary and Benefits: 
  The salary range for this position is between $116,000 and $162,100 and will be commensurate with experience. This range is specific to the New York and DC area, but base pay may vary depending on a wide range of factors. New hires are typically brought into the organization between the minimum to midpoint of the salary range posted depending on knowledge, skills and experience, and qualifications. Internal equity considerations will be reviewed before making a final offer. This is a Union represented position. This specific role will focus primarily on Application Management &amp; support of the bank's financial applications including Oracle Fusion Cloud financials/Oracle ERP(General Ledger, Accounts Payables, Fixed Assets), Oracle EPM, Oracle OFSAA on perm and Analytics and reporting covers several platforms including Qlik Sense, Congos, and Crystal Reports. Support of other applications could be included depending on the applicant's experience.
Primary Responsibilities:
<ul>
<li>Develop and maintain a deep knowledge of the in-scope applications, including what business functions are provided by each, the technical architecture, and all application interfaces.</li>
<li>Application management - overall responsibility for the in-scope production applications
<ul>
<li>Manage vendor relationships</li>
<li>Awareness of vendor product strategy, coming features, risks, issues</li>
<li>1st level review and approval of invoices</li>
<li>Work with business and plan for yearly operational budget</li>
<li>Participate in Application Incidence &amp; Change Management process</li>
</ul>
</li>
<li>Project management of application upgrades and patches. Coordinate with the business units, Information Technology, and various operations teams as necessary. Adhere to the bank's SDLC and employ best practices to ensure that projects are delivered on time, within budget and to the expectations of project sponsors and stakeholders.</li>
<li>Business analysis for application upgrades and patches. Document business requirements, use cases, test plans, deployment plans, and user documentation.</li>
<li>Process automation. Develop a strong understanding of in-house process automation tools and identify opportunities to gain efficiencies through automation in IT and in the business units.</li>
<li>Provide guidance to the technical staff for development activities and routine maintenance.</li>
<li>Provide subject matter expertise to strategic projects.</li>
<li>Assist strategic project teams with creation of use cases and integration testing (pre-UAT).</li>
<li>Participate in technical design sessions.</li>
<li>Proactively monitor for system issues and adherence to configurations standards. Lead issue resolution including reconciliation activities and data analysis and provide guidance to technical staff and business personnel.</li>
<li>Monitor the bank's end-of-day processes and assist with problem resolution as needed; escalate when appropriate.</li>
</ul>
Qualifications 
<ul>
<li>10+ years IT experience in the banking/finance industry highly preferred.</li>
<li>A strong technical knowledge of cloud-based Oracle Fusion Financials/Oracle ERP &nbsp;including the modules GL, AP, FA, Procurement and iExpenses.</li>
<li>Experience with implementation of Oracle PPM and Contract management modules.</li>
<li>A strong knowledge of Oracle PPM including PBCS (Planning, Workforce planning, CAPX and Project Financial planning), Narrative reporting and PMCS. Exposure to out of the box solution will be added advantage.</li>
<li>Understanding of OFSAA on perm application stack, exposure to upgrade to newer version is highly desirable.</li>
<li>Solid understanding of business intelligence best practices. Familiarity with QlikSense, Cognos a strong plus.</li>
<li>Solid understanding of&nbsp; functional knowledge&nbsp; in General Ledger(Chart of Accounts) &amp; Financial Planning&nbsp; concepts</li>
<li>&nbsp;&nbsp;Project management and strong business analysis skills. PMP and/or BA certification a plus.</li>
<li>Outstanding organizational and leadership skills with an ability to drive issues to consensus while promoting a positive collaborative environment.</li>
<li>Ability to build strong relationships and influence stakeholders at all levels.</li>
<li>Ability to independently manage external and internal audit process.</li>
<li>Versed in development methodologies such as waterfall and agile.</li>
<li>Heavy experience with applications support, systems integration, data conversions, file transfers, and applications installation, configuration, upgrades, and decommissioning.</li>
<li>Strong technical skills Oracle, SQL, MS Windows, Linux, and working knowledge of Microsoft Office (esp. Excel and Project). Excellent analytical skills.</li>
<li>Experience managing vendor relationships.</li>
<li>Ability to work effectively under pressure and to tight deadlines.</li>
<li>Willingness to take ownership and accountability.</li>
</ul>
Compensation:
The expected annual salary for this position is between $130,000 - $180,000 at the start of employment. A salary offer is determined on an individualized basis, taking into consideration factors such as an individual’s skills and experience. In addition to base salary, our total rewards package also includes eligibility for an annual bonus, medical, pharmacy, dental, and vision plans, life and disability insurance, employee wellness program, retirement and savings plans with employer contributions, generous holiday and paid time off schedules, parental leave, and tuition reimbursement.
