Job Description
The Clinical Director is responsible for the oversight, accuracy, thoroughness, and appropriateness of drug and alcohol screenings, clinical assessments, and treatment referrals in accordance with ASAM, DDAP, and COCA standards. This position provides direct supervision and management of personnel working in the Central Intake Unit (CIU), MA Jail and Jail Vivitrol Programs, CRN evaluations, and Reception Unit.
 
This is a working position in which the Clinical Director will conduct daily CRN evaluations, detox screenings, and clinical assessments as required.
Compensation:
$60,000 - $65,000 yearly
Responsibilities:
CENTRAL INTAKE UNIT (CIU)
<ul>
<li>Reviews, approves, and verifies completion of work for clinical screenings, assessments, CRN evaluations, and treatment recommendations completed by clinical case managers working in CIU, Treatment Court, MA Jail, and the Jail Vivitrol program, respectively.</li>
<li>Ensures that all required documentation in CPR-Web is completed and uploaded timely for all client encounters, including, but not limited to, outcome summaries, ASAM criteria, consent forms, BH Screenings, Case Management Plans, and other required documents.</li>
<li>Ensures that brief Case Management is completed for all individuals completing intake services.</li>
<li>Verifies that case management follow-up is conducted for all individuals referred to various SUD levels of care.</li>
<li>Submits to the Executive Director a monthly statistical analysis indicating the number of individuals reporting for services, types of funding, levels of care, treatment facilities to which clients were referred, treatment refusals, drug of choice, etc.&nbsp;&nbsp;&nbsp; </li>
<li>Submits monthly and annual statistical reports to COCA as required.</li>
<li>Meets monthly with the Treatment Court Clinical Case Manager and the MA Jail Program Coordinator to review productivity and evaluate statistical reports.</li>
<li>Meets with the CIU and Reception Area staff on a regular basis as needed.</li>
<li>Makes suggested improvements in CIU operations, functionality, and productivity to the Executive Director as needed.</li>
<li>Conducts a minimum of one CRN evaluation per day.</li>
<li>Conducts detox screenings and client assessments as needed.</li>
<li>Prepares, facilitates, and manages the annual DDAP licensure renewal and COCA monitoring review for CIU.&nbsp;&nbsp;</li>
<li>Manages the SOR Rental Assistance program for COCA.</li>
</ul>

RECEPTION AREA
<ul>
<li>Manages all aspects of the TASC Reception Area.</li>
<li>Responds and intervenes in problematic and crisis situations; supports and assists intake unit staff with difficult, resistant, hostile, and uncooperative clients.</li>
<li>Ensures staff coverage during hours of operation.</li>
<li>Verifies that Reception Area staff exhibit professional etiquette when answering telephone calls or responding to individuals at the reception window.</li>
<li>Maintains order, control, and safety of individuals in the Reception Area.</li>
<li>Manages client crises and contacts EMT personnel and/or 911 as needed; writes and submits Unusual Incident Reports to DDAP as required.</li>
<li>Ensures that individual clients are greeted, processed, and assessed promptly in the order they arrive by TASC clinical case managers.</li>
<li>Verifies that the required PA WITS and GPRA information are submitted timely by Reception Area staff members.</li>
</ul>

SUPERVISION &amp; ADDITIONAL DUTIES
<ul>
<li>Provides "hands-on" individual training for each new employee.</li>
<li>Conducts Probationary and Annual Job Performance Evaluations as required.</li>
<li>Completes Performance Improvement Plans (PIPs) and implements disciplinary procedures in accordance with the Executive Director.</li>
<li>Manages PTO requests and employee attendance.</li>
<li>Approved employee timecards in accordance with payroll procedures.</li>
<li>Conducts employee supervisor meetings regularly, thoroughly documenting and maintaining records of each meeting.</li>
<li>Conducts CIU and reception Area staff meetings regularly.</li>
<li>Manages annual employee training and training plans.</li>
<li>Schedules and hosts "Lunch and Learn" sessions with treatment providers.</li>
<li>Attends Treatment Provider Meetings and COCA Providers' Meetings.</li>
<li>Establishes and maintains a positive and professional working relationship with referral sources, including, but not limited to, the Adult Probation &amp; Parole Office, Children &amp; Youth Services, and the Juvenile Probation Office. Berks Connections/Pretrial Services, State Parole, treatment facilities, the Council M, Chemical Abuse (COCA), Service Access Management (SAM), and other community organizations.</li>
<li>Establishes and maintains a positive and professional working relationship with all treatment facilities, staying abreast of trends, changes, and issues related to the admission and appropriateness of TASC-referred clients.</li>
<li>Maintains strict adherence to confidentiality requirements and ethical standards during all interactions with clients, referral sources, and the general public.</li>
<li>Maintains adherence to all HIPAA regulations.</li>
<li>Receives and responds to client grievances according to TASC/COCA grievance policy.</li>
<li>Provides testimony in court or at administrative hearings when necessary.</li>

Treatment Access and Services Center (TASC) is a nonprofit drug and alcohol agency in downtown Reading, Pa. TASC's mission is to provide drug and alcohol treatment as an alternative to incarceration for nonviolent criminal offenders and other individuals.
As an intervention agency, TASC conducts substance use screenings, assessments, and treatment referrals for inmates at the Berks County Jail System and emergency room patients at Tower Health/Reading Hospital as part of the Warm Hand-Off program. TASC provides urinalysis testing and works closely with the Berks County Treatment Court programs and the Adult Probation &amp; Parole Office.

Job DescriptionSUMMARY: The primary purpose of this position is to provide case management service to the Housing Choice Voucher (HCV) clients of the Housing Authority of the County of Dauphin (HACD).&nbsp; The employee will be responsible for providing HCV tenants and landlords with high quality customer service. This position requires the timely and accurate completion of all interim re-certifications and lease up documentation, as well as additional tasks as assigned by the HCV Supervisor. ESSENTIAL DUTIES AND RESPONSIBILITIES: The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required as assigned.

<li>Manage the completion of paperwork in a timely fashion (such as applicants, interim recertifications, contracts etc.); coordinate inspections.</li>
