Campbell ClubhouseEmployment Type: Full-time Status: Salaried/ExemptHours: Mornings/Afternoons / Nights / Weekends *schedule may vary*Compensation: $47,000- $50,000The Role The Clubhouse Quality Director plays a critical leadership role in ensuring that programs at the Estelle S. Campbell Clubhouse meet BGCWPA’s standards for program quality, youth safety, regulatory compliance, staff development, and continuous improvement. Working in close partnership with the Clubhouse Director, the Quality Director leads the systems and practices that support high-quality programming and ensure compliance with Boys & Girls Clubs of America (BGCA) standards, Pennsylvania Department of Human Services (DHS) childcare regulations, including Chapter 3270, Keystone STARS requirements, food program requirements, and other applicable organizational and regulatory standards. The Clubhouse Director and Quality Director serve as collaborative site leaders with distinct but complementary areas of responsibility. The Clubhouse Director maintains primary responsibility for the overall management, operations, staffing, community engagement, enrollment, partnerships, and performance of the Clubhouse. The Quality Director provides leadership and oversight related to program quality, licensing, compliance, staff development, documentation, assessment, and continuous quality improvement. The Quality Director works directly alongside program staff to strengthen program implementation, youth engagement practices, activity planning, documentation, classroom and program environments, professional development, and quality improvement systems so that every young person receives a safe, engaging, enriching, inclusive, and high-quality Club experience. The Quality Director will also partner with the Clubhouse Director in preparing for licensing visits, monitoring reviews and audits; maintaining staff credentials and required training documentation; supporting onboarding and professional development; and ensuring quality expectations are implemented consistently throughout Preschool, K-8 Afterschool and Summer Camp, Teen, Sports, STEAM, and other stakeholders.Partner with Quality Directors and other BGCWPA leaders across sites to share best practices, strengthen organizational consistency, and foster a culture of continuous learning and improvement.LeadershipServe as the Clubhouse's lead resource for program quality, licensing, regulatory compliance, staff development, and continuous quality improvement.Work in partnership with the Clubhouse Director to ensure programs and services prepare youth for success and reflect BGCWPA’s mission, values, quality standards, and youth development practices.Provide leadership, coaching, and technical assistance to program staff to strengthen program implementation and youth engagement.Participate in regular leadership meetings with the Clubhouse Director to review program quality, compliance, staffing needs, upcoming deadlines, youth and family needs, and improvement priorities.Support the Clubhouse Director in establishing and maintaining clear policies, procedures, expectations, and site protocols.Lead by example through positive communication, accountability, organization, responsiveness, and solution-focused leadership.Help identify trends, challenges, and areas for improvement and collaborate with the Clubhouse Director to develop appropriate action plans.Provide leadership presence within Clubhouse programming, including direct observation and engagement with staff and youth.Program QualityLead the implementation of program quality systems to ensure Clubhouse programming aligns with BGCA standards, BGCWPA expectations, Keystone STARS requirements, and recognized best practices in positive youth development.Conduct regular program observations and provide timely coaching, feedback, modeling, and technical assistance to strengthen program delivery.Work alongside program staff to develop high-quality activity plans, lesson plans, classroom environments, schedules, transitions, and youth engagement strategies.Monitor programming to ensure youth experiences are safe, engaging, inclusive, developmentally appropriate, organized, and outcome-focused.Support the implementation of quality assessment tools and use findings to identify strengths, establish improvement goals, and measure progress.Develop and support continuous quality improvement plans in partnership with the Clubhouse Director and program leadership.Ensure programming reflects youth voice, choice, belonging, relationship-building, skill development, and opportunities for leadership.Assist staff in strengthening behavior management, classroom management, conflict resolution, and positive youth development practices.Collaborate with Preschool, K-8, Teen, Sports, STEAM, Summer Camp, and other program teams to establish consistent expectations for quality across the Clubhouse.Support the collection and review of program outcome data and use findings to strengthen program effectiveness.Ensure quality standards are incorporated into seasonal program planning and scheduling.Licensing, Compliance & Keystone STARSServe as the primary Clubhouse lead for systems related to regulatory compliance and licensing documentation.Ensure adherence to applicable BGCA requirements, Pennsylvania DHS Chapter 3270 regulations, Keystone STARS standards, and BGCWPA policies and procedures.Maintain organized, accurate, and accessible compliance records in preparation for licensing visits, monitoring reviews, audits, renewals, and unannounced visits.Coordinate licensing documentation, inspection preparation, renewals, corrective action documentation, and ongoing regulatory monitoring in partnership with the Clubhouse Director.Serve as a primary point of contact during licensing and quality visits while keeping the Clubhouse Director informed and engaged throughout the process.Lead the coordination and documentation required to maintain and strengthen the Clubhouse's Keystone STARS designation.Ensure staff credentials, professional development hours, qualifications, and required documentation remain current and appropriately recorded in the Pennsylvania Key system.Regularly audit staff files and compliance records to identify missing or expiring documents and establish plans for timely completion.Track regulatory deadlines and proactively communicate upcoming requirements to the Clubhouse Director and appropriate staff.Develop and monitor corrective action and quality improvement plans when areas of noncompliance or program improvement are identified.Maintain current knowledge of changes to applicable regulations, STARS expectations, BGCA standards, and BGCWPA quality requirements and communicate relevant changes to staff.Partner with organizational leadership as needed to ensure consistent interpretation and implementation of regulatory and quality standards.Food Program ComplianceWork in partnership with the Clubhouse Director to maintain compliance with CACFP and SFSP Food Program requirements.Coordinate required documentation, meal counts, records, monitoring materials, and program procedures associated with applicable food programs.Partner with the Greater Pittsburgh Community Food Bank and appropriate BGCWPA staff regarding food program requirements and documentation.Train and support Clubhouse staff in following required meal service, documentation, sanitation, and reporting procedures.Review records regularly for accuracy and completeness and address documentation concerns promptly.Staff Training & Professional DevelopmentWork alongside the Clubhouse Director to identify staff training and professional development needs.Support the onboarding of new program staff by ensuring completion of required regulatory, safety, quality, and organizational training.Develop and facilitate training related to program quality, positive youth development, behavior management, classroom management, youth engagement, safety, documentation, and regulatory expectations.Maintain systems for tracking required staff certifications, professional development hours, clearances, and credentials.Provide individualized coaching and technical assistance to staff based on observations, quality assessments, regulatory requirements, and program needs.Support staff in developing professional growth goals and accessing appropriate training opportunities.Collaborate with BGCWPA's Training Coordinator, Compliance leadership, Human Resources, and other organizational leaders to ensure staff development requirements are completed.Reinforce learning through follow-up observations, coaching, modeling, and reflective supervision.Support the Clubhouse Director in creating a culture in which feedback, professional development, accountability, and continuous learning are part of everyday operations.Safety & Risk ManagementPartner with the Clubhouse Director to maintain a physically and emotionally safe environment for youth, families, staff, volunteers, and visitors.Lead routine safety and compliance inspections and maintain required documentation.Support emergency preparedness procedures, drills, emergency plans, and safety documentation.Track incident reports and ensure required internal and external documentation is completed accurately and within required timelines.Monitor program environments for potential safety, supervision, licensing, or quality concerns and work with leadership to address issues promptly.Reinforce appropriate supervision ratios, youth accountability procedures, sign-in/sign-out processes, and other required safety practices.Support staff training related to mandated reporting, child abuse prevention, emergency response, supervision, and other required safety practices.Operations & Program SupportWork in partnership with the Clubhouse Director to ensure quality and compliance expectations are integrated into daily Clubhouse operations.Support seasonal program planning and scheduling to ensure programming meets quality, licensing, staffing, and regulatory requirements.Assist with maintaining accurate youth records, enrollment information, attendance documentation, program files, and reporting systems.Monitor administrative systems connected to program quality and compliance.Support accurate recordkeeping within applicable member management and organizational systems.Ensure required program and compliance documentation is organized and accessible for monitoring and review.Support data collection and reporting associated with grants, BGCA requirements, Keystone STARS, licensing, food programs, and internal program evaluation.Participate in regular staff meetings and provide updates related to quality, compliance, training, and upcoming requirements.Support the Clubhouse Director and Facilities team in identifying facility concerns that may affect licensing, safety, or program quality.Provide direct service and program support when necessary to maintain safe ratios, effective programming, and continuity of services.Complete administrative responsibilities and other duties necessary to support the successful operation and quality
