The Crisis Clinician 2 for the Community Response Team is a non-law enforcement position that will respond to 9-8-8 calls and provide mental health consultation to individuals and families in the community who need some extra support. The position provides triage, brief assessment, consultation, and referrals to community supports.
Typical Work Schedule: Sunday - Wednesday, 1:30 p.m. - 12:00 a.m., with flexibility depending upon the needs of the department and program.

Typical Duties - Duties include, but are not limited to the following
The incumbent in this position upholds confidentiality rules/regulations including HIPAA and 42 CFR Part 2. Services may be delivered in person or via telehealth; services may be delivered in the following locations, but not limited to office or in the community including settings necessary to deliver addiction counseling services (e.g., PCC, schools, hospitals, jail, courtroom, residences including transitional treatment bed). The incumbent performs all of the following using a person-centered, strengths-based, recovery-oriented, trauma-informed, culturally sensitive, and ethically guided approach. This position is stationed and dispatched from the Psychiatric Crisis Center.
<ul>
<li>Respond to 9-8-8 calls and provide mental health consultation to individuals in the community. Provide triage, brief assessment, consultation, and referrals to the residents engaged by the program as needed.</li>
<li>Document services in a timely fashion meeting all standards and expectations per MCHHS policies.</li>
<li>Answer phones by being logged into Touchpoint at all times</li>
<li>Provide follow up case management to residents that were engaged in the community with their partner or refer to the Navigators.</li>
<li>Provide back up to PCC as needed to include answering phones by logging into Touchpoint and conducting mental health assessments. Provide counseling by telephone or in-person to individuals and/or their families or concerned others. Intervene with both children and adults. Presenting problems covering the full range of personal needs and include thoughts/plans or violence toward others, and major psychiatric illness. Because of the wide spectrum of presenting problems, it is necessary to have a comprehensive knowledge of psychopathology and to be able to draw upon a wide range of therapeutic strategies in counseling. Perform independent assessment of mental status, diagnosis, level of functioning, dangerousness, and specific needs for service. Screen individual for psychiatric hospitalization. Develop plan with client/family to address immediate needs and plans to obtain services. If client is unwilling to seek services, make decisions regarding involuntary hospitalization based on dangerousness and ability to care for self. Maintain current knowledge of, and contact with, community agencies to make referrals appropriately.</li>

Requirements for the Position
EXPERIENCE AND TRAINING
<li>Master's degree in psychology, social work, recreational therapy, music therapy, art therapy or a behavioral science field; OR</li>
<li>Bachelor's degree in nursing, or occupational therapy and licensed by the State of Oregon; AND</li>
<li>One year of postgraduate degree experience in the behavioral health field.</li>
PREFERENCES Preference will be awarded to candidates who are LCSW, CSWA or eligible for LCSW. Qualified candidates will be eligible for licensure supervision if hired. SPECIAL REQUIREMENTS

The Psychiatric Crisis Center has been working to expand by offering bilingual/bicultural services at our Woodburn office. The Mental Health Specialist in this position will provide crisis assessments to individuals in need as well as case management, resource identification, and referral options. This position will require a motivated individual to learn about the available community services to provide mental health well-being. The individual in this position will possess a desire to be creative in matching individuals to available services while educating the community about the various services we provide at the Crisis Center. This position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required.

Community Coordination: Maintain current knowledge of, and contact with, community agencies in order to make referrals appropriately. See that clients gain access to the services they need, and do follow-up work as needed, to make certain that client's needs are being met.

Provide behavioral health services to individuals with qualifying mental health conditions and co-occurring substance use disorders who are under the jurisdiction of the Psychiatric Security Review Board (PSRB) on Guilty Except for Inanity (GEI) and Extremely Dangerous commitments. Duties include: 
PSRB Supervision &amp; Monitoring 
<ul>
<li>Conduct community risk assessments to determine individuals' risk, eligibility and appropriateness for services, and develop conditional release plans to mitigate risk for individuals in the Oregon State Hospital, jail, courts, and other community agencies. </li>
<li>Prepare risk assessments and other documentation necessary for community release and placement. </li>
<li>Provide PSRB supervision and monitoring, per the PSRB's policies and procedures, to ensure individuals are in compliance with their conditional release orders and able to be safety managed in the community. </li>
<li>Conduct home visits and have regular in person case monitor meetings as indicated by individuals' community release agreements and as clinically necessary in order to assess for warning signs, symptom increased, and other signs of psychiatric decompensation. </li>
<li>Assess risk and create and implement safety plans to mitigate risk. </li>
<li>Provide timely communication to the PSRB regarding changes to individuals' psychiatric status, medications, living environment, adherence to medication regimen, etc., and provide immediate communication to the PSRB regarding serious incidents. </li>
<li>Prepare and submit monthly progress reports to the PSRB. </li>
<li>Complete and submit other PSRB related paperwork, as necessary. </li>
<li>Testify at PSRB hearings.</li>
</ul>
Therapy
<ul>
<li>Provide individual and group therapy to individuals using a variety of evidence-based practices as clinically indicated, which may include Cognitive Behavioral Therapy (DBT), Dialectical Behavioral Therapy (DBT), Solution-Focused Brief Therapy (SFBT), Collaborative Assessment and Management of Suicidality (CAMS), Collaborative Problem-Solving (CPI), and Motivational Interviewing.</li>
<li>Works independently to provide crisis assessment and specific intervention services, including development of safety/crisis plans and suicide and self-harm risk assessments.</li>

Case Management &amp; Consultation

<li>Determine individual service needs and appropriateness of services. </li>
