Responsibilities
Summary
The Government Site Specialist provides case management of Intensive Supervision Appearance Program (ISAP) participants from entry to release by administering the program’s policies and procedures as defined by the Department of Homeland Security (DHS) contract. This position is operating independently at a government site without a Program Manager on site.
Primary Duties and Responsibilities
<ul>
<li>The Government Site Specialist works independently to manage all aspects of case management within the program requirements.</li>
<li>Develops, implements, coordinates, reviews and updates case management and service plans for ISAP participants in conformance with state and federal regulations and program requirements.</li>
<li>The Government Site Specialist meets with participants regularly as required by contractual obligations.</li>

<li>Initiate contact with the support coordinator when needed to schedule an Individual Support Plan (ISP) meeting or when individual’s needs have changed, so that the change can be reflected in the individual’s record consistently</li>
<li>Participate in the development of the ISP including annual updates and revisions providing content input for accuracy and reporting content discrepancy to the SC or plan lead, and plan team members as applicable</li>
<li>Ensure the accuracy of the ISP and the implementation of the ISP as written</li>
<li>Review the ISP with the individual to ensure understanding and document the review</li>
<li>Review ISP with direct care staff to ensure understanding of the plan and that goals are being implemented correctly</li>
<li>Provide informal counseling to individuals as needed concerning workplace issues</li>
<li>Provide training to individuals and Elwyn staff members on required topics including but not limited to career path development, conflict resolution, how to handle workplace issues, self-advocacy, and work behaviors</li>
<li>Provide back-up for other program staff as needed</li>
<li>Participate in emergency response situations in accordance with established program protocol</li>
<li>Perform cardiopulmonary resuscitation (CPR), and crisis intervention techniques using agency-trained protocols</li>
<li>Perform other duties as assigned </li>
</ul>
EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
<ul>
<li>Requires one of the following sets of education and experience:
<ul>
<li>A master’s degree or above in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Occupational Therapy, Therapeutic Recreation or other human services field from an accredited college or university and 1 year of work experience working directly with persons with disabilities </li>
<li>A bachelor’s degree in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Occupational Therapy, Therapeutic Recreation or other human services field from an accredited college or university and 2 years of work experience working directly with persons with disabilities</li>
<li>An associate’s degree or 60 credit hours in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Occupational Therapy, Therapeutic Recreation or other human services field from an accredited college or university and 4 years of work experience working directly with persons with disabilities</li>
</ul>
</li>
<li>Case management skills preferred</li>
<li>Excellent time management skills a must</li>
<li>Knowledge of the program regulations (i.e. 2380) preferred</li>
<li>Demonstrated ability to work effectively as part of a team</li>
<li>Ability to perform CPR and crisis intervention techniques in accordance with agency trained protocol preferred</li>
<li>Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills</li>
<li>Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, and Outlook.</li>
<li>Must possess a current, valid driver's license in state of residence, have a minimum of two (2) years of driving experience within the United States, and have an acceptable driving record</li>
