The Pre-Construction Manager (PCM) at RDC is responsible for researching, identifying, and tracking construction proposal opportunities. Once a viable bid is found, the PCM prepares a brief estimate and transitions the project to the appropriate Project Manager. This role is independent, requiring minimal input from others, and involves developing relationships with external partners such as GCs, CMs, developers, and architects. The PCM spends significant time analyzing bid opportunities across RDC's four-state territory (IN, Western KY, Southern IL, Southern MI) to ensure all Scope of Work (SOW) elements are accurately assessed. 
 
Duties/Responsibilities:

<li>Reports directly to the Director of Construction (DoC) and indirectly to the Director of Sales (DoS) while collaborating closely with Project Managers (PMs). </li>
<li>Independently and collaboratively identifies procurement opportunities with the DoC, DoS, and PMs. </li>
<li>Engages with clients, general contractors, construction managers, architects, engineers, primary vendors, and developers to identify bidding and estimating opportunities for RDC's solutions. </li>
<li>Monitors bid invitation portals and manages the Leads/Opportunities List to ensure no missed opportunities. </li>
<li>Develops and coordinates Lunch &amp; Learns and marketing activities to strengthen relationships and promote RDC's services in the GC and A/E community. </li>
<li>Regularly reviews bid portals across three market areas: Indy/Central IN , Ft. Wayne/Northern IN &amp; Southern MI, Evansville/Southern IN, Western KY &amp; Southern IL. This includes scouring web portals like Dodge Construction Leads, Repro Graphix, and Eastern Engineering for potential projects. </li>
<li>Maintains and updates an opportunity log on a shared drive, categorizing opportunities as active (requiring further review) or inactive (to be removed). </li>
<li>Conducts initial high-level quantity takeoffs, such as evaluating pre-bid meetings, number of doors, levelers, bollards, etc., and shares findings with the team. </li>
<li>Develops detailed cost estimates when needed and assists PMs in bid preparation once trained in Salesforce. </li>
<li>Works with the DoC to determine the handoff process for bids, based on location and workload, with the DoC making final decisions. </li>
<li>Collects and stores comprehensive bid documents on a shared drive, including RFPs, RFQs, drawings, specifications, RFIs, pre-bid meeting minutes, sample contracts, and schedules. </li>
<li>Occasionally attends pre-bid meetings and is encouraged to participate even when not required. </li>
<li>Builds and maintains relationships with general contractors, construction managers, design builders, developers, and owners. </li>

A Construction Manager is responsible for all technical aspects of the telecommunications equipment deployment and ASP management at assigned job/venues, including, but not limited to: ensuring the appropriateness of the site for deployment; recommending or selecting suppliers; identifying and validating scope items with RF and suppliers; determining and managing the distribution of the equipment and materials necessary for the deployment; managing site access; planning and scheduling the installation and construction of the job/site, including setting project schedules, forecasting, and sequencing of work; monitoring progress and milestones against schedule, including revising and updating project schedules; acting as the Ericsson representative for venue review/approval of supplier deliverables, customer visits, government/customer inspections, and safety issues; conducting audits during build and through construction completion; ensuring completion in accordance with Ericsson and customer standards, evaluating all punch list items and determining if construction is complete and acceptable; monitoring and managing budget; coordinating with and supporting Customer Project Managers; and delegating administrative tasks to support organizations, who provide support to the IBCM. Performing feasibility walks at venues alongside the data collection SP. a. Establish a POC with the venue for access and scheduling. b. Determine and potential scheduling conflicts with venue ahead of time. c. Verify cable routing, GPS placement, DOT placement, ingress/egress to headend using iBwave software. d. Identify any potential roadblocks that could occur during the construction phase and develop mitigation plans ahead of time. 2. Analyzing/developing the SOW, BOM, and work with RF design including the minimum thru-put requirements and the end requirements of the customer, planning and managing execution of the same, and recommending revisions as needed during the project. 3. Utilizing and deployment knowledge and expertise to: a. Evaluate the job/venue to determine whether it is appropriate for the requirements. b. Resolve access issues prior to construction start. c. Evaluate the scope of the job/venue by deciding on the step-by-step methodology to build the system, and the materials and equipment necessary to complete the build; prepare reports and other communications to the Senior Construction Manager and/or Customer Project Manager regarding the same. d. Report any material deficiencies that may halt job construction to the Senior Construction Manager and create plan for resolving the deficiencies. e. Develop and/or manage plan of record, taking into account when job will be ready to construct, coordinate crew and material delivery schedule to ensure that construction will be performed correctly, on time and within budget. f. Review and monitor job status, working with the Senior Construction Manager and/or Construction Project Manager to adjust schedules and on any necessary changes to the budget. g. Attend market meetings. h. Interface with the Customer and other Internal/External personnel regarding project status, delays, and execution of work; address supplier quality concerns with the supplier, negotiate customer and supplier issues as necessary. i. Oversee and review construction at the venue against scope documents, review status with supplier, ensure construction is being performed as scoped, safely, and correctly. j. Perform formal EHS safety audits in accordance with Ericsson and applicable government/industry safety standards and best practices. k. Review and determine site feasibility with regards to site design based on site conditions and applying changes required to perform the scope in accordance with Ericsson safety standards, to include but not limited to, high hazard work, cable management, etc. l. Continuously assess safety and best practices; stand down crew based on environmental regulations, and safety non-compliance. m. Determine whether construction has been properly and accurately completed, direct the Remote Construction Manager as needed; and validate completion of any additional work, as needed. 4. Provide guidance, training and mentorship to ASPs and their crews as well as RCMs and others. 5. Partner with the Remote Construction Manager and/or Senior Construction Manager; prepare reports on production and quality of builds; give presentations on status and issues. 6. Partner with the Remote Construction Manager and/or Senior Construction Manager to drive issues with Service Providers and/or suppliers. 7. Provide performance-related feedback for ASPs and other personnel as needed and for use in yearly performance evaluations. 8. Work closely with RF design teams to understand project requirements and provide valuable insights during the RF design phase. Assist in identifying optimal locations for small cells and other RF components, with a specific emphasis on Ericsson DOT system requirements. 9.
