POSITION DESCRIPTION: Senior Program Manager
Location: Quantico, VA and Pentagon
Status: Contingent Hire_Full-Time_Hybrid
Clearance: Active Top Secret/SCI Clearance Required
MUST HAVE: Proven experience managing Department of Defense logistics initiatives and/or technology development and integration programs at the Headquarters level.
Position Summary
The Program Manager provides overall leadership, management, and execution oversight for contractor support provided to Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), Logistics Current and Future Operations Branch (LPOV). The Program Manager serves as the primary contractor interface with Government leadership and the Contracting Officer's Representative (COR), ensuring the successful execution of all contract requirements, deliverables, schedules, quality standards, and resource requirements.
The Program Manager allocates personnel and resources to accomplish contract objectives, manages program risk, oversees quality control, monitors project schedules and travel budgets, and ensures timely completion of recurring reports, Program Management Reviews (PMRs), and other contract deliverables. The Program Manager leads continuous process improvement initiatives while supporting Marine Corps logistics modernization, Force Design, and future naval logistics initiatives.
Required Qualifications
- U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
- Bachelors degree from an accredited college or university.
- Eight (8) years of experience managing and directing DoD projects and programs related to logistics initiatives and/or technology development and integration.
- Eight (8) years of experience supporting Headquarters Marine Corps organizations and coordinating with the Fleet Marine Force (FMF).
- Demonstrated ability to lead multidisciplinary teams supporting senior military and civilian leadership in a dynamic DoD environment.
- Experience managing contract performance, personnel, schedules, budgets, quality assurance, and program execution.
- Experience allocating personnel and resources to support multiple concurrent projects and evolving priorities.
- Experience coordinating directly with Government Contracting Officer's Representatives (CORs), program offices, and senior stakeholders.
- Experience developing and maintaining Program Management Plans, Quality Control Plans, Weekly Activity Reports (WARs), Quarterly Program Management Reviews (PMRs), Annual PMRs, and other executive-level management reports.
- Experience identifying, tracking, and mitigating program risks involving cost, schedule, staffing, and performance.
- Experience managing travel planning, travel budgets, and travel reporting.
- Experience developing and reviewing tasks within ETMS2 or equivalent Headquarters task management systems, including coordinating contractor inputs and consolidating responses for senior leadership.
- Excellent leadership, communication, organizational, briefing, and problem-solving skills.
- Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, MS Teams, and SharePoint.
- Project Management Professional (PMP) certification.
- Process Improvement experience and certification (Lean Six Sigma or equivalent).
- Ability to travel as required.
Preferred Qualifications
- Masters degree in Business Administration, Program Management, Logistics, Engineering, Public Administration, or a related discipline.
- Previous experience supporting Headquarters Marine Corps, Department of the Navy, Joint Staff, or other DoD Headquarters organizations.
- Experience supporting Marine Corps logistics modernization, Force Design, naval logistics initiatives, or expeditionary logistics programs.
- Experience integrating logistics, technology, and operational requirements across multiple organizations.
- Experience preparing executive briefings for General Officers and Senior Executive Service personnel.
- Familiarity with Marine Corps logistics doctrine, Force Design, PPBEA, and Headquarters task management processes.
Primary Duties
- Serve as the primary contractor point of contact for all contract performance and daily operations.
- Provide daily program management support to HQMC LPOV leadership and coordinate directly with the COR to establish priorities, resolve issues, and ensure successful contract execution.
- Allocate personnel, funding, and other resources to accomplish all Performance Work Statement (PWS) tasks and deliverables.
- Develop, implement, and maintain the Program Management Plan and Quality Control Plan in accordance with contract requirements.
- Ensure all contract deliverables meet required quality standards, schedules, and performance objectives before submission to the Government.
- Prepare and submit Weekly Activity Reports (WARs), Quarterly Program Management Reviews (PMRs), Annual PMRs, and other recurring management reports.
- Track program cost, schedule, staffing, resource utilization, and performance metrics, and present recommendations to Government leadership.
- Identify program risks, staffing shortfalls, funding constraints, and schedule impacts and develop mitigation strategies.
- Coordinate contractor activities with Government leadership, the COR, LPOV Branch leadership, and other stakeholders.
- Manage contract schedules, milestones, deliverables, staffing plans, and workforce continuity.
- Oversee contractor travel planning, travel budget forecasting, travel reporting, and funding accountability.
- Monitor task execution, workload distribution, and contract performance to ensure timely completion of all assigned requirements.
- Support continuous process improvement initiatives by applying Lean Six Sigma, project management methodologies, POA&Ms, project monitoring, and return-on-investment analyses.
- Maintain contract records, management documentation, performance metrics, and program reporting.
- Lead program reviews, management meetings, status briefings, and customer engagements.
- Ensure contractor personnel comply with security, quality, and contractual requirements throughout contract performance.
- Perform other program management duties necessary to successfully execute the contract.
