Position Summary: The Quality Control Manager (QCM) will serve as the primary authority for ensuring contract performance objectives, standards, and deliverables are met across all 81st Readiness Division (RD) sites. This position is contingent upon contract award and plays a critical role in maintaining mission readiness, service consistency, and compliance with the contract’s Quality Assurance Surveillance Plan (QASP) requirements.
The QCM will design, implement, and manage a standardized Quality Control Program that supports all operational areas including Base Operations, Real Property, and Environmental services. Through proactive monitoring, detailed reporting, and root-cause analysis, the QCM will ensure the highest level of quality and customer satisfaction. This position is contingent upon contract award and is for a possible contract.
Duties and Responsibilities:
<ul>
<li>Serve as the primary quality authority with full responsibility and accountability for contract compliance, performance standards, and deliverable verification.</li>
<li>Direct and maintain a standardized Quality Control (QC) Program across all sites under the 81st RD’s area of responsibility.</li>
<li>Develop, implement, and continually improve a Quality Control Plan (QCP) consistent with contract requirements and aligned with the government’s Quality Assurance Surveillance Plan (QASP) §</li>
<li>Employ continuous inspection processes and data-driven trend analysis using mobile Contractor Support System (CSS) checklists and digital dashboards.</li>
<li>Conduct quality audits, performance evaluations, and preventive-action reviews to identify systemic issues and implement effective corrective measures.</li>
<li>Ensure that inspection findings and trend data are communicated promptly to the Program Manager and government representatives.</li>
<li>Facilitate regular QC meetings to evaluate performance results, discuss process improvements, and validate corrective action outcomes.</li>
<li>Develop and maintain enterprise-wide quality metrics and performance documentation for reporting to the COR/Stakeholders</li>
<li>Collaborate closely with the Program Manager (PM) and Site Safety and Health Officer (SSHO) while maintaining independent oversight per contract requirements.</li>
<li>Foster a culture of quality excellence through training, awareness, and accountability across all contract sites.</li>
</ul>
Required Qualifications:
<ul>
<li>The Contractor shall provide a QCM who has full authority and responsibility for assuring performance objectives and standards identified in this contract are met.</li>
</ul>

<li>The QCM must have a minimum of 3 years of satisfactory and relevant experience at a comparable level of responsibility in projects of similar size, scope, and complexity.

The HSIO CN team is looking for a Quality Engineer to join them in the Valley Green, PA location. The Quality Engineer will help to plan and facilitate quality related activities for manufacturing development projects by fulfilling the duties associated with FMEA's, Product Quality Planning, Process Qualification Planning, Metrology Planning, Control Plans, Inspection Plans and Methods, Workmanship Standards, DOE's and other necessary studies within a development protocol in developing Statistical Process Control.
RESPONSIBILITIES: 
<ul>
<li>Act as a team member to manage projects to assess quality aspects, report process feasibility &amp; risks and make quality recommendations on how to proceed.</li>
<li>Participate in definition of respective project plan qualification tasks and schedules for development projects that meet time to market (TTM) objectives.</li>
<li>Interface with vendors, process engineering, product engineering and manufacturing to assure capability levels and documentation compliance are achieved in meeting quality deliverables.</li>
<li>Participate in quality readiness at the site by providing the inspections plans, metrology, Cpk requirements and any special qualification requirements.</li>
<li>Participated in product &amp; process FMEA, characterization of product and process critical features and respective risk assessment activities.</li>
<li>Determine initial inspection methods based or best-known methods (where applicable) and manage metrology requirements (internal &amp; external)</li>
<li>Define process qualification plans, inspection plans, inspection workflow, metrology requirements and workmanship standards for process engineering.</li>
<li>Facilitate process qualification planning assuring conformance to standards and specifications.</li>
<li>Develop, facilitate and control standards and methods both internally and externally for the inspection of CTF's inclusive of accuracy, linearity, R&amp;R's, long term stability, FAI's, Cmk's and Cpk's.</li>
<li>Support the analysis of defined risk areas and experimentation, proof of principle tooling, feasibility studies, capability studies, detailed design and analysis, DOE, passive data collection (PDC) and or basic technology searches and development.</li>
<li>Assist process development engineers and mechanical Integrity engineers in the (data &amp; statistical) analysis of feasibility studies, DOE's, passive data collection's (PDC) and capability studies.</li>
<li>Assist product and process engineering in the reconciliation of First Article Inspections, Capability Studies and Comparison Studies through corrective actions driven by root cause analysis that incorporate process improvement tools.</li>
<li>Work with outside consulting houses as an extension of the engineering department.</li>
<li>Interface with site quality, engineering, and other departments throughout final phases of development and pre-release to manufacturing.</li>
<li>Transfer all quality pertinent documentation to the receiving manufacturing site.</li>
<li>Coordinate and or participate in the metrology transfer and training to respective personnel.</li>
</ul>
QUALIFICATIONS: 
<ul>
<li>Bachelor's degree from four-year College in engineering, Quality Assurance; or six to eight years related experience and/or training; or equivalent combination of education and experience.</li>
<li>Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.</li>
<li>Ability to write reports, business correspondence, and procedure manuals.</li>
<li>Ability to effectively present information and respond to questions from groups of managers, customers, and the internal Amphenol groups.</li>
<li>Ability to effectively identify and eliminate common cause variation within continuous or batch processes through the use of solid practices and analysis in establishing statistical process control (SPC)</li>
<li>Ability to define and generate Quality Plans, Control Plans and Workmanship Standards.</li>
<li>Ability to provide qualification assessments related to product/process risks, capability and manufacturability.</li>
<li>Ability to effectively present information and respond to questions from managers, customers, vendors, engineers and manufacturing site representatives.</li>
<li>Should have knowledge and skills using:

<li>Measurement System Analysis</li>
<li>Statistical analysis software (Minitab)</li>
<li>Geometric Dimensioning &amp; Tolerancing</li>
<li>Strong Knowledge of Gage Repeatability and Reproducibility</li>
</ul>
</li>
<li>Demonstrated skill and knowledge to train individuals and teams.</li>
<li>Demonstrated ability to operate with minimal supervision and provide updates on project status where issues or problems can be reviewed, discussed and resolved.</li>
