WHAT YOU’LL BE DOING This senior level position will be responsible for the planning, developing, coordinating, and managing a number of significant and complex Aiming for Zero Waste (AZW) projects as well as support the integration of implementable zero waste practices into existing programs and facilities for the County. The position will oversee the development and implementation of an integrated project schedule, integration of contractors supporting the AZW initiative, and ensure effective integration of new technologies and operations within the existing materials management operations. Additionally, this position will be responsible for managing significant budget and contracts in excess of $3 million in FY2025 and large capital budgets in out years.

<li>&nbsp;Managing a team of professional and technical staff and consultants engaged in planning, design, and implementation of aiming for zero waste programs.&nbsp;</li>
<li>Coordinating development and implementation of the integrated project plan and schedule to achieve the waste diversion goals necessary to transition the County’s solid waste management system from its current reliance on incineration toward innovative material management practices in a manner that is cost effective, and supports the County’s environmental, equity, and Climate Action Plan goals and objectives.</li>
<li>Overseeing the development and implementation of stakeholder engagement plans designed to educate County officials, stakeholders, and residents/businesses on the need for enhancements to the County’s solid waste management system, and the benefits and impacts of the enhancements.</li>
<li>Coordinating with County, Maryland Department of the Environment, and other senior-level officials on major AZW program and policy matters.&nbsp;</li>
<li>Analyzing the impact of new AZW initiatives, programs, and policies against existing permits, regulations, budget, and programs, and develop impact analyses and recommendations.</li>
<li>Preparing and overseeing annual budgets and procurements as well as the administration of contract(s) for planning, design, and implementation of zero waste initiatives and programs.</li>

The Land Survey Crew Chief will work both independently as well as with crew members conducting the field survey work relating to boundary surveys, ALTA/NSPS Land Title surveys, topographic surveys, photo control surveys, route surveys, and construction stakeout under the responsible charge of the Registered Professional Surveyor.
Duties/Responsibilites:
You will be responsible for the efficient operation of the field crew using standard operating procedures and current health and safety standards. The operation of robotic total stations and GPS receivers to accurately collect relevant data and information in a concise manner. Drive stakes, take detailed notes and diagrams, and maintain company equipment and survey vehicles.
 Required Skills/Abilities:
Skilled in the use of GPS devices, data collectors, and/or Total Station. Work requires independent judgment and initiative. Knowledge of the principles, techniques, and practices of land surveying. Knowledge of the principles, practices, and instruments used in computer-aided drafting. Knowledge of civil engineering principles and practices and construction specifications, plans, and regulations related to construction. Knowledge of industry-specific safe workplace principles and practices. Ability to operate motorized equipment. Ability to work outdoors under various field conditions. Be able to stand, walk, reach with arms, climb, stoop, kneel, crouch, or crawl and use hands, tools, and controls effectively. Be able to lift and/or move up to 50-75 pounds. Job Summary:
Perform structural and non-structural design, data collection, data analyses, flood modeling, and cost-benefit analyses for structures such as waterways, pipelines, dams, dikes, culverts, canals, and other water-related resources and facilities.
Duties/Responsibilities:
Manage and direct field crew activities. Consult with and provide guidance to project stakeholders and managerial staff regarding engineering requirements for construction of various designs, modifications, and structural repairs. Use design software and drawing tools to accurately render and communicate designs; plans and designs other necessary and related systems and structures such as transportation or hydraulics. Assess strength of building materials by testing materials and soil. Set design specifications by computing load and grade requirements, material stress factors, water flow rates, and similar parameters. Plan projects based on the analysis of relevant materials such as drawings, blueprints, aerial photography, survey reports, maps, and other geologic and topographical data. Draft and presents reports on topics related to projects such as environmental impact statements and right-of-way descriptions. Estimate materials, equipment, and labor needed to determine project costs. Collaborate with engineers and contractors to ensure projects progress properly. Collaborate with surveyors (or direct and participate in surveying) to establish installations or reference points, grades, elevations, and other factors that will affect construction. Monitor project progress and ensure design specifications, safety, and sanitation standards are met. On completion of a project, inspect, repair, and maintain the structures as needed. Perform other related duties as assigned.
 Required Skills/Abilities:
Thorough understanding of civil engineering principles, practices, and tools. Proficient in computer-assisted design (CAD) and other design, data recording, and analysis software. Proficient in HEC-RAS or other simulation software used in computational fluid dynamics. Thorough understanding of materials, methods, and tools involved in the construction, repair, or restoration of pipelines, dams, dikes, culverts, canals, and other water-related resources and facilities. Thorough understanding of safety regulations related to assigned projects. Ability to identify and solve complex problems. Excellent verbal and written communication skills.  Education and Experience:
Bachelor’s degree in Engineering with an emphasis in Civil Engineering. Licensure or ability to become licensed within 1 year of hire required.

Knowledge of the principles, practices, and instruments used in computer aided drafting. Knowledge of civil engineering principles and practices and construction specifications, plans, and regulations related to construction. Knowledge of industry specific safe workplace principles and practices. Manage office functions economically and efficiently, organize work, establish priorities, and maintain good interpersonal relations and communications with staff and clients. Could require local travel within 300-mile radius. Valid driver’s license required.
 Education and Experience:
 Licensed Professional Land Surveyor Licensure in Indiana, Ohio, and Michigan preferred, or the ability to become licensed in those and other states as needed within 6 months of hire. 3+ years experience preferred.
 Physical Requirements:
Must be able to travel to various project sites. Must be able to access and navigate job sites and construction areas. Ability to operate motorized equipment. Ability to work outdoors under various field conditions.
 Salary and Hourly wages are based on experience.
