Location: Las Vegas, Nevada (on-site leadership presence required)

Organization Size: Approximately $3.5M annual budget; 36 to 40 staff plus contractors and interns

Organization Overview

Foster Kinship is a nationally recognized, evidence-based Kinship Navigator organization dedicated to stabilizing families so children can remain safely with parents, relatives, or adoptive caregivers whenever possible.

Founded in 2011, Foster Kinship has grown from a founder-led community initiative into a statewide organization and nationally replicated model recognized by the Family First Prevention Services Clearinghouse.

The organization operates at the intersection of child welfare prevention, kinship stabilization, and public funding innovation. With diversified government and philanthropic revenue and strong financial reserves, Foster Kinship is entering its next phase of leadership from a position of strength and stability.

Position Summary

The President and CEO provides full enterprise leadership for a complex, mission-driven organization operating at the intersection of human services, public funding systems, and policy.

This role requires a leader who can manage financial and operational complexity, build and sustain strong relationships across public and philanthropic systems, and guide the organization through continued maturation without losing what makes it work.

The President and CEO is responsible for mission execution, financial health, compliance, organizational performance, and long-term sustainability. The role requires both external confidence and internal steadiness. This person must be able to expand Foster Kinship’s reach while protecting the integrity of its model, culture, and relationships.

Candidates with leadership experience in adjacent sectors, including healthcare, housing, education, or public systems, are encouraged to apply if they bring strong operational, financial, and external leadership capabilities.

Core Responsibilities

1. Organizational Leadership and Stability

  • Lead the organization through continued transition from founder-centered leadership to fully institutionalized systems.
  • Maintain organizational stability, staff morale, and leadership continuity.
  • Strengthen internal systems, processes, and decision-making structures.
  • Support and develop the leadership team, including clarifying roles, accountability, and decision rights.
  • Translate strategic priorities into clear operational plans with measurable outcomes.

2. Financial Stewardship and Federal Funding

  • Oversee enterprise financial performance, including budgeting, forecasting, reserves, and multi-year planning.
  • Ensure strong financial controls, audit readiness, and compliance across all funding streams.
  • Provide clear and actionable financial reporting and analysis.
  • Lead implementation and oversight of Title IV-E reimbursement and other federal funding strategies.
  • Ensure organizational readiness for increased federal compliance requirements.
  • Navigate complex public funding environments with discipline and foresight.

3. Fundraising and Revenue Strategy

  • Lead cultivation, solicitation, and stewardship of major individual donors.
  • Build and sustain a strong major gift pipeline and expand multi-year commitments.
  • Partner with development leadership to strengthen a diversified and aligned revenue strategy.
  • Ensure that funding growth supports, rather than distorts, the organization’s mission and model.
  • Serve as a visible, credible representative of the organization to donors and funders.

4. Government and Public System Partnerships

  • Maintain strong, trusted relationships with key public sector partners, including state and county agencies, and navigate complex government systems effectively.
  • Oversee public contracts and ensure strong performance and compliance.
  • Represent Foster Kinship effectively in state and federal policy environments.
  • Monitor and respond to shifts in child welfare policy and funding structures.
  • Anticipate and navigate changes in federal and state funding systems that impact sustainability.

5. Program Quality and Model Integrity

  • Ensure accountability for program outcomes, quality, and evaluation in NV and replication sites.
  • Ensure strong program quality, outcomes, and evaluation, while maintaining fidelity to Foster Kinship’s evidence-based model.
  • Support thoughtful expansion, replication, and technical assistance efforts.
  • Align program growth with organizational capacity and infrastructure.

6. Board Partnership and Governance

  • Serve as the primary staff partner to the Board of Directors.
  • Support board engagement in strategic direction and organizational growth.
  • Provide clear, timely, and relevant information to support board oversight and decision-making.
  • Work with board leadership to engage members in meaningful and productive ways.
  • Partner with the board to identify and cultivate future board members.
  • Implement board-approved strategies with accountability and transparency.

7. External Leadership and Community Engagement

  • Serve as the primary public voice and spokesperson for Foster Kinship.
  • Build and maintain strong relationships with community leaders, partners, and stakeholders.
  • Strengthen organizational visibility and credibility locally and nationally.
  • Represent the organization in public, legislative, and policy settings.
  • Help shape communications and brand strategy to support growth, partnerships, and influence.
  • Advance Foster Kinship’s role as a leader in kinship care, prevention, and child welfare systems reform.

Required Qualifications

  • At least 10 years of senior executive leadership experience in nonprofit or public sector organizations.
  • Demonstrated experience managing multiple government funding streams subject to Uniform Guidance requirements (2 CFR Part 200), with strong compliance oversight.
  • Proven success in cultivating and closing major individual gifts.
  • Experience leading organizations with budgets of $3 million or more and teams of 25 or more staff.
  • Strong financial acumen, including audits and multi-year financial planning.
  • Experience with government contracts and public partnerships.
  • Experience working with and developing a board of directors.
  • Demonstrated ability to scale systems while maintaining culture and mission integrity.
  • Strong communication skills and executive presence.
  • Experience in child welfare or kinship care is valued but not required.

Preferred Qualifications

  • Background in child welfare, kinship care, prevention services, or related systems.
  • Experience with Title IV-B and IV-E funding structures.
  • Experience leading organizations through leadership transition or growth.
  • Familiarity with Nevada’s policy and public funding landscape.
  • Bilingual in English and Spanish.
  • Lived experience connected to the communities served.

Compensation

Salary range: $140,000 to $185,000
