We are currently recruiting for two Essential Fish Habitat (EFH) Consultants to support the Great Atlantic Regional Fisheries Office (GARFO) by providing assistance in the technical and environmental review, including Bureau of Ocean Energy Management (BOEM) actions under the OCS Lands Act of 1953 and the Energy Policy Act of 2005, including lease sales and site development for offshore wind energy; Army Corps of Engineers (ACOE) and Federal Energy Regulatory Commission (FERC) actions The technical and environmental reviews are conducted under the authority of the NEPA as well as the Essential Fish Habitat provisions of the Magnuson-Stevens Act. These reviews will then form the basis for NMFS recommendations to the federal action agencies on how best to avoid, minimize or compensate for impacts to fishery resources and their habitats.
Please note that we are recruiting proactively and do not yet have this position available. If awarded the work, this will be a full-time position. Work will be performed at the below address. The contract has a one-year base period with a potential of three option periods.

Duties:
- Review public notices when published in the Federal Register and provide technical review of all project development information related to conservation of living marine resources;
- Conduct literature reviews to obtain background information;
- Review study designs, Environmental Impact Statements, Site Assessment Plans, Construction and Operations Plans, and monitoring plans and provide recommendations on how to avoid, minimize or compensate for adverse impacts to habitats and fisheries resources;
- Collect, compile, and analyze complex data and identify trends;
- Enter data and conducts quality control reviews;
- Draft responses, reports and reviews;
- Conduct and document site visits;
- Copy documents, compile records, organize and maintain filing systems (including electronic filing);
- Prepare maps and other geographical displays and analysis;
- Provide recommendations to HESD on issues associated with the conservation of living marine resources;
- Attend meetings, conferences, conference calls and site visits; and
- Write reports and make oral presentations before audiences of professional and varied interests.
Minimum Qualifications:
Possess a degree (i.e., bachelors or masters) in an environmental science or associated discipline (e.g., biology, ecology, fisheries biology, marine biology, natural resource management, conservation biology, landscape ecology, or restoration ecology). A relevant degree may be substituted by two additional years of relevant experience.
Salary range is $35 - $50 per hour, dependent upon experience.
