Job Description:

The Lead Systems Engineer (Senior) will be responsible for providing senior-level technical leadership for system-level integration, environment management, and application operations across complex legacy and modern enterprise platforms. This role ensures the stability, performance, scalability, and interoperability of mission-critical system components supporting eligibility and enrollment workflows. The Lead Systems Engineer serves as a senior escalation point, driving root-cause analysis, operational excellence, and modernization alignment across infrastructure, applications, and services.

  • Must be able to obtain and maintain a Public Trust clearance
  • This position is remote but may require occasional onsite meetings in McLean, VA.
  • You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.

Qualifications and Experience:

  • Bachelor's Degree in Computer Science, Information Technology, or a related field.
  • At least 12 years of experience in systems engineering, application operations, or enterprise platform support roles.
  • Demonstrated senior-level experience supporting complex, mission-critical systems.
  • Strong experience supporting legacy and enterprise application platforms.
  • Hands-on experience with Oracle WebLogic application servers.
  • Experience supporting applications built with Java, JSP, Apache Struts, Hibernate, and IBM ODM.
  • Experience supporting MUMPS (VistA) environments and healthcare-related systems.
  • Experience supporting HL7 interfaces and message-based integrations.
  • Strong troubleshooting, root-cause analysis, and incident leadership skills.
  • Strong communication skills and ability to lead cross-functional technical discussions.
  • Ability to work independently and manage multiple priorities in high-impact environments.

Preferred Qualifications:

  • Experience with GitHub for source control, operational artifacts, and collaboration.
  • Experience deploying and operating containerized workloads using Docker and Kubernetes.
  • Experience with Kubernetes-based platforms including Amazon EKS.
  • Familiarity with GitOps workflows using ArgoCD.
  • Experience implementing observability and monitoring using Grafana.
  • Familiarity with service mesh technologies such as Consul Mesh.
  • Experience with AWS networking and load balancing services including Amazon Route 53, AWS NLB, and AWS ALB.
  • Experience with AWS managed services including Amazon ElastiCache for Redis, Amazon MSK, Amazon RDS for Oracle, and Amazon EFS.
  • Familiarity with modern backend stacks including Java 17+, Spring Boot, Spring WebFlux, Kafka, Redis, and Oracle DB.
  • Experience supporting hybrid legacy-to-modern architectures.
  • Experience working in regulated or government environments.

Responsibilities

System Integration and Interoperability Leadership:

  • Lead system-level integration efforts across legacy and modern applications, ensuring reliable interoperability between components.
  • Oversee and validate interactions across enterprise systems, including HL7-based interfaces, messaging flows, and service integrations.

Environment Management and Operations Oversight:

  • Provide senior oversight for application environments hosted on Oracle WebLogic and related enterprise platforms.
  • Ensure stability, consistency, and readiness across development, test, staging, and production environments.

Application Operations and Reliability:

  • Ensure availability, performance, and operational stability of system components.
  • Guide deployment readiness, configuration management, and operational validation activities.

Advanced Troubleshooting and Root Cause Analysis:

  • Lead troubleshooting of complex, cross-layer issues spanning infrastructure, applications, integrations, and data.
  • Drive root-cause analysis and corrective actions to prevent recurrence.

Legacy and Enterprise Platform Expertise:

  • Provide senior technical support for legacy systems built using MUMPS (VistA), Java, JSP, Apache Struts, Hibernate, and IBM ODM.
  • Support and stabilize systems deployed on Oracle WebLogic.

Performance, Scalability, and Resilience:

  • Identify and remediate performance bottlenecks and scalability risks.
  • Guide tuning, configuration, and architectural adjustments to improve system resilience.

Technical Leadership and Collaboration:

  • Serve as a senior technical authority and escalation point for system-level issues.
  • Mentor engineers and provide guidance on system dependencies, operational risks, and integration constraints.
  • Collaborate with development, integration, platform, and security teams

Documentation and Operational Governance:

  • Ensure system configurations, dependencies, and operational procedures are well documented.
  • Maintain accurate system diagrams, runbooks, and environment documentation.

Continuous Improvement and Modernization Support:

  • Identify opportunities to improve operability, observability, and maintainability.
  • Provide operational and integration insights to support modernization and cloud-transition initiatives.
