The OSP/ISP Maintenance & Repair Manager is responsible for managing and coordinating all aspects of outside plant (OSP) and inside plant (ISP) network maintenance, repair, and break/fix operations. This role ensures the integrity, reliability, and availability of the network by directing rapid response efforts, preventive maintenance programs, and restoration activities. The ideal candidate will have strong technical understanding of telecom infrastructure, excellent coordination skills, and the ability to lead field teams under pressure.
This is an onsite position based on the island of Oahu, HI with travel required throughout the island. Occasional travel to Kauai, HI is also required. Candidates must be local to Oahu.
Responsibilities Include:
- Oversee day-to-day OSP/ISP maintenance and emergency restoration activities across fiber, copper, and structured cabling networks.
- Manage incoming trouble tickets, prioritize outages, and dispatch internal or contractor field crews for timely resolution.
- Act as the central point of contact for network outages, ensuring rapid diagnosis, escalation, and communication to stakeholders.
- Coordinate with Network Operations Center (NOC) and engineering teams to troubleshoot service disruptions and implement corrective actions.
- Track repair metrics including mean time to repair (MTTR), recurrence rates, and service-level compliance.
- Maintain accurate as-built records, repair logs, and documentation of restoration activities.
- Develop and enforce preventive maintenance schedules to reduce outages and extend network life.
- Oversee vendor and contractor performance related to break/fix and maintenance work.
- Manage material inventories, equipment, and replacement parts to support repair operations.
- Ensure all repair activities comply with safety standards, environmental regulations, and customer requirements.
- Provide field support as needed during major network restoration events or service-impacting incidents.
Requires Skills, Qualifications and Experience:
- Citizenship and Clearance:
- US Citizenship is required.
- Department of Defense (DoD) Secret clearance.
- Experience: 10+ years of experience in telecommunications network maintenance, OSP/ISP repair, or field operations management.
- Strong understanding of fiber optic, copper, and structured cabling systems (splicing, testing, restoration).
- Proven experience managing field crews or contractors in a service-restoration or maintenance environment.
- Ability to interpret network maps, schematics, and GIS/CAD drawings.
- Proficiency with work management and ticketing systems (e.g., ServiceNow, Remedy, or similar).
- Excellent organizational and communication skills, with the ability to manage multiple priorities in time-critical situations.
- Knowledge of safety and compliance standards for OSP/ISP work (OSHA, DOT, and local permitting).
Preferred Qualifications:
- Bachelors Degree.
- PMP or equivalent certification (or demonstrated operational leadership experience).
- Experience with utility coordination, pole/duct access, and emergency restoration planning.
- Familiarity with optical time-domain reflectometers (OTDRs), fiber identifiers, and power meters.
Work Environment and Physical Demand:
- Combination of office and field work; frequent travel to network sites required.
- On-call rotation for after-hours emergency response.
- Must be able to manage crews during inclement weather and emergency restoration events.
Compensation: $150,000 - $170,000
