Summary

The Project Experience Manager (PEM) leads the Project Experience function within the Proposal & Pricing functional group, overseeing the development, maintenance, and quality of Project Experience and Past Performance content used in capture and proposal efforts. This role manages Project Experience Specialist(s) and partners closely with Business Development, Capture, Operations, Contracts, and Accounting to ensure past performance materials are accurate, current, and positioned to support competitive proposal submissions.

The annual salary range for this position is $99,720-$123,652.

Essential Duties and Responsibilities

  • Develops and maintains the Project Experience/Past Performance Library.
  • Manages and trains Project Experience Specialist(s), including assigning and prioritizing work, reviewing and approving Project Experience fact sheets, tracking completion, and providing coaching, feedback, and quality oversight.
  • Maintains the fact sheet tracker, tracking all contracts, task orders, and contract modifications for the purpose of fact sheet development in support of proposal and marketing activities.
  • Develops and maintains the fact sheet templates.
  • Researches all contract/project associated files to collect awards and commendation letters as well as supplementary narratives, reports, articles, and pictures.
  • Downloads all available Contractor Performance Assessment Reports (CPARs) to the library.
  • Captures customer completed Past Performance Questionnaires (PPQs) and customer feedback surveys for storage in the library.
  • Tracks CPAR releases, ratings, comments, and Contractor Representative (CR) responses, including:
    • Coordinating with Operations and appropriate contracting officials to correct inaccurate CR listings
    • Communicating missing CR responses to corporate contract overseers to encourage timely participation
  • Participates in Proposals & Pricing planning and coordination meetings. Reports on Awards and CPARs as required.
  • When needed, develops Project Experience fact sheets in accordance with established standards and templates.
  • Performs other related duties as required.

Supervision

Provides direct supervision of Project Experience Specialist(s).

Minimum Qualifications

  • Bachelor’s degree in Communications, Marketing, English, Journalism, or related field.
    • Education can be substituted for experience on a 1:1 basis.
  • Four (4) years of experience supporting marketing and/or proposal efforts in a government contracting environment, including experience tracking, developing, and maintaining project experience and past performance content.
  • Two (2) years of experience drafting, editing, and formatting technical or professional documents, preferably related to project experience or past performance narratives.
  • Proficiency with Microsoft 365 applications, including Word, SharePoint, Publisher, and experience working with document formatting and version control.
  • US Citizenship.

    Preferred Qualifications

    • Experience working cross-departmentally with Operations, Contracts, and Accounting.
    • Experience managing and/or training others.
    • Knowledge of various government contract types such as: Time and Materials (TM), Firm Fixed Price (FFP), Cost Plus Firm Fixed (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ).
    • Experience doing business with the US federal government for the provision of logistics, security, facility operations and maintenance, professional services, construction, engineering, and/or environmental industry services.
    • Experience and knowledge of Alaska Native cultures.

    Physical Demands

    Frequent sitting, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus), occasional walking or standing, occasional lifting of up to 10 pounds.
