This position supports the U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP), with a focus on managing and advancing adoption of the JIRA platform across both federal and contractor teams supporting complex national security programs. The JIRA SME serves as the primary owner and trusted advisor for an established JIRA environment that is moving beyond initial configuration into sustained use, optimization, and broader adoption. This role is responsible for managing configuration changes, answering technical and process-related questions, driving best practices, and ensuring JIRA effectively supports Agile delivery, reporting, and performance management needs. The ideal candidate is both hands-on and advisory, capable of independently assessing requirements, recommending improvements, and guiding users and leadership on effective, consistent, and standardized use of the platform.
Key Responsibilities
- Serve as the primary JIRA subject matter expert and go-to resource for platform management, optimization, and user support.
- Configure and maintain JIRA workflows, issue types, fields, screens, permission schemes, and notification settings to support evolving program needs.
- Design, manage, and optimize epics, stories, tasks, sub-tasks, and related work structures to align with Agile and program management practices.
- Develop and maintain dashboards, reports, and metrics that provide meaningful operational and performance insight to project teams and leadership.
- Advise program stakeholders on JIRA best practices, standardization approaches, and process improvements.
- Support and guide adoption efforts across federal and contractor teams, helping users effectively leverage JIRA for planning, execution, and reporting.
- Troubleshoot platform issues, assess enhancement requests, and implement changes with minimal oversight.
- Create and maintain technical documentation, user guides, and standard operating procedures related to JIRA usage.
- Support user training sessions and provide ongoing coaching to improve tool utilization and data quality.
- Collaborate closely with project managers, Agile teams, and leadership to ensure JIRA aligns with program delivery objectives.
Job Requirements
- 4+ years of hands-on experience administering and supporting JIRA in a professional or enterprise environment.
- Strong experience customizing workflows, boards, dashboards, and reporting to support Agile or hybrid delivery models.
- Solid understanding of Agile and Scrum methodologies and how they are implemented within JIRA.
- Demonstrated ability to operate independently, make sound configuration decisions, and advise stakeholders at multiple levels.
- Strong communication skills with the ability to explain technical concepts to non-technical audiences.
- Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and Visio.
- Ability to receive and maintain a Public Trust clearance.
Education Requirements
- Bachelor’s degree or equivalent professional experience.
Preferred Experience
- Experience supporting JIRA in a federal government environment.
- Familiarity with DHS or CBP operational environments.
- Experience supporting adoption, standardization, or governance of Agile tools across multiple teams.
- Atlassian certifications are a plus but not required.
