Aleknagik Technology, LLC is searching for a qualified candidate to fill the role Government Data Architect.

The Governance Data Architect (GDA) provides technical leadership and subject matter expertise in the design, development, and implementation of DHA's enterprise data governance framework. The GDA is responsible for ensuring that DHA's data is architected in alignment with DoD and DHA strategies, Army Data Plan, and DAMA-DMBOK2 best practices, with particular focus on metadata management, business process automation, federated governance, lifecycle governance, and self-service enablement. The GDA ensures that data across the Military Health System (MHS) is Visible, Accessible, Understandable, Linked, Trusted, Interoperable, and Secure (VAULTIS) to support readiness and enterprise-wide analytics.


Required Skills and Experience

  • Clearance: DoD SECRET
  • Education: Bachelor's degree in Computer Science, Information Systems, Data Management, or related discipline. Master's degree preferred.
  • Certifications: DAMA Certified Data Management Professional (CDMP), AWS/Azure Cloud Data Certifications, TOGAF or DoDAF experience highly desirable.
  • Experience:
    • 10+ years in enterprise data architecture, metadata management, and governance
    • Demonstrated experience implementing metadata frameworks using Microsoft Purview, AWS Glue, and similar platforms
    • Proven track record designing federated governance models in large-scale, multi-domain environments.
    • Experience working with DoD data policies, cybersecurity standards (HIPAA, FISMA, Zero Trust), and healthcare interoperability frameworks (HL7/FHIR).


  • Soft Skills: Strong leadership, communication, and stakeholder engagement skills with the ability to translate technical solutions into mission-driven outcomes.


Key Roles and Responsibilities

Metadata Management (SOO Obj. 3.1 / SOW Task 1)

  • Design and maintain the enterprise metadata framework, ensuring compliance with ISO/IEC 11179 registry standards and DoD guidance.
  • Architect metadata models that capture technical, business, and operational attributes across all DHA domains.
  • Oversee quarterly updates of the Enterprise Metadata Framework and Dictionary to meet ≥95% metadata accuracy.

Business Process Automation (SOO Obj. 3.10 / SOW Task 2)

  • Architect automated workflows for metadata ingestion, validation, approval, publication, and monitoring using Microsoft Purview, AWS Glue, and Oracle Analytics Cloud.
  • Define SLA-based compliance metrics (≥98%) and integrate monitoring dashboards for lifecycle governance.
  • Provide architectural patterns for scaling metadata automation across federated domains.

Federated Governance (SOO Obj. 4 / SOW Task 3)

  • Support development of the Federated Governance Playbook, ensuring domain-level stewardship and enterprise consistency.
  • Architect federated metadata synchronization across domains using HL7/FHIR, NIEM, and DoD standards.
  • Provide technical input to workforce readiness training and governance certification pathways.

Metadata Harvesting and Discovery (SOO Obj. 5 / SOW Task 4)

  • Architect pipelines for automated harvesting of metadata across structured, unstructured, and streaming environments.
  • Normalize harvested metadata into a federated catalog for enterprise-wide discovery.
  • Oversee development of the Discovery Portal ensuring ≥95% compliance with VAULTIS principles.

Data Product Lifecycle Governance (SOO Obj. 6 / SOW Task 5)

  • Define and enforce standardized lifecycle stages (creation, management, publishing, monitoring, versioning, and retirement).
  • Architect version control, lineage tracking, and archival processes to ensure auditability and compliance.
  • Ensure lifecycle playbooks are tested and applied across all DHA data domains.

Self-Service and End User Enablement (SOO Obj. 10 / SOW Task 6)

  • Design secure, role-based self-service environments using Purview and Redshift-backed dashboards.
  • Enable clinicians, analysts, and decision-makers to discover and interact with data products independently.
  • Embed user feedback loops to drive iterative enhancements, ensuring ≥90% user satisfaction and discoverability.


Contribution to DHA Deliverables (CDRL Alignment)

  • Enterprise Metadata Framework & Dictionary – Ensures initial and quarterly updates.
  • Automation Implementation Plan – Defines workflow automation and demonstrates compliance.
  • Federated Governance Playbook – Provides technical architecture guidance.
  • Metadata Harvesting & Discovery Reports – Oversees architecture for metadata pipelines and portal.
  • Data Product Lifecycle Playbook – Defines lifecycle standards and technical solutions.
  • Self-Service Evaluation Reports – Ensures platform architecture supports user experience metrics.
  • Final Executive Report & Briefing – Provides technical content summarizing architectural outcomes.
