Senior Project Manager
Position Overview
The Senior Project Manager leads overall execution of the FMCSA Low Code Application Development effort. This position is responsible for managing the contractor team, coordinating with Government stakeholders, overseeing agile delivery, tracking schedule and deliverables, managing risks, and ensuring all work is completed accurately, on time, and in alignment with contract requirements.
Key Responsibilities
- Serve as the primary management lead for contract execution and day-to-day coordination.
- Lead planning and execution for the Proof of Concept, application onboarding, sustainment, and optional additional capacity tasks.
- Coordinate with the Government Project Manager, Product Owner, COR, technical stakeholders, and business users.
- Manage agile delivery activities, including discovery sessions, backlog grooming, sprint planning, sprint demos, release planning, and production-readiness reviews.
- Oversee development and maintenance of the Story Map, Product Backlog, Release Plan, Data Migration Plan, sprint demos, product increments, user guide, technical design documentation, and monthly reports.
- Track project schedule, staffing, deliverables, risks, issues, dependencies, and corrective actions.
- Ensure the team supports user acceptance testing, defect tracking, performance testing, and application optimization.
- Coordinate support for security, privacy, A&A/ATO, FISMA, NIST, and DOT/FMCSA compliance requirements.
- Ensure monthly reports and ad hoc reports are prepared and submitted as required.
- Maintain communication discipline through regular check-ins, collaborative sessions, and clear documentation of actions and outcomes.
Qualifications and Experience
- Senior-level experience managing federal IT, application modernization, low-code/no-code development, cloud application development, or enterprise software projects.
- Experience leading agile software development teams in a federal or regulated environment.
- Experience managing cross-functional teams that include developers, database specialists, business analysts, testers, security personnel, and product stakeholders.
- Experience managing project schedules, sprint delivery, risk registers, issue logs, deliverables, and Government reviews.
- Experience supporting systems involving sensitive data, role-based access, security documentation, and A&A/ATO processes.
