JPI is hiring a Technical Project Manager (SharePoint Focus) with 5+ years of experience to partner with the United States Coast Guard (USCG) on initiatives to modernize, update, and maintain their enterprise SharePoint portals and collaboration environments.


This role requires a strong combination of technical knowledge in Microsoft SharePoint (Online and on-premises where applicable) and proven project management leadership to guide modernization and sustainment efforts. The Technical Project Manager will lead a team delivering support to a federal client, working closely with SharePoint developers, site owners, content managers, power users, solution architects, and USCG stakeholders to deliver secure, user-friendly, and scalable SharePoint solutions that align with mission needs.


The Technical Project Manager will provide thought leadership on SharePoint architecture, governance, best practices, and modernization strategies—helping transition legacy SharePoint implementations to modern Microsoft 365 capabilities, improving information management, collaboration, and compliance.

Responsibilities Include:


Project Leadership & Execution

  • Lead end-to-end SharePoint modernization, enhancement, and maintenance projects for USCG portals, ensuring alignment with client priorities, timelines, budgets, and federal compliance requirements.
  • Translate USCG business needs into actionable SharePoint requirements, bridging the gap between mission stakeholders, IT teams, SharePoint developers, and Microsoft 365 architects.
  • Foster a collaborative environment, mentoring team members, guiding developers, and driving achievement of project milestones.
  • Develop and maintain detailed project plans, roadmaps, and schedules for SharePoint site collections, intranets, document management solutions, workflows, and integrations.
  • Collaborate with USCG stakeholders to gather, document, and prioritize requirements for portal modernization, new site development, and ongoing sustainment.

SharePoint Modernization, Development & Sustainment

  • Oversee the modernization of legacy SharePoint environments to current SharePoint Online standards, including migration planning, governance enhancements, and adoption of modern features (e.g., hub sites, communication sites, Power Automate, Power Apps, Power BI dashboards, and Teams integration).
  • Guide the design, configuration, and customization of SharePoint sites, libraries, lists, metadata, permissions, search, and content types to meet operational and compliance needs.
  • Manage the implementation of custom solutions, workflows, forms, and integrations while ensuring adherence to USCG security policies and Microsoft best practices.
  • Identify opportunities to improve portal usability, performance, information architecture, and user adoption.
  • Coordinate testing, quality assurance, user acceptance testing (UAT), and deployment activities to ensure reliable, secure, and effective SharePoint solutions.
  • Document processes, configurations, governance models, and knowledge artifacts from requirements through to ongoing operations and support.

Stakeholder Engagement & General

  • Serve as the primary point of contact for USCG stakeholders, communicating progress, risks, and recommendations clearly and professionally.
  • Drive SharePoint innovation and governance within the project, helping establish reusable templates, standards, and processes that scale across USCG environments.
  • Provide mentorship to SharePoint developers and junior team members to build capability and ensure knowledge transfer.
  • Monitor project health, manage risks/issues, and implement corrective actions to deliver high-quality outcomes.



Requirements:

  • BA/BS degree with 5+ years of relevant experience
  • PMP certification, Certified Scrum Master, Certified Scrum Product Owner, DHS mid-level Project Management certification, or equivalent.
  • Must hold active Public Trust or other appropriate security clearance (or be eligible and willing to obtain).
  • Strong technical background and hands-on experience with Microsoft SharePoint (Online and/or on-premises), Microsoft 365 (Teams, Power Platform, OneDrive, etc.), and related collaboration technologies.
  • Proven track record leading SharePoint projects, including modernization initiatives, migrations, custom development, and enterprise portal sustainment.
  • Experience managing complex technical projects in federal/government environments, preferably supporting DHS or USCG.
  • Strong understanding of SharePoint governance, information architecture, permissions models, metadata management, and compliance (e.g., Section 508, records management).
  • Excellent written and verbal communication skills to interact effectively with technical teams, senior stakeholders, and federal clients.
  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook).
  • Demonstrated ability to build and maintain trusting client relationships and manage competing priorities.
  • Self-starter capable of working independently and collaboratively in a hybrid/remote environment.
  • Proven ability to manage multiple projects/tasks in a deadline-driven setting.
  • Ability to work remotely and onsite as needed at USCG locations (e.g., Washington, DC area).
  • Must be a U.S. Citizen.

Preferred Experience

  • Direct experience supporting the United States Coast Guard or other DHS/federal agencies.
  • Hands-on experience with SharePoint migration tools (e.g., SharePoint Migration Tool, AvePoint, ShareGate), Power Automate, Power Apps, and modern Microsoft 365 features.
  • Familiarity with Agile/Scrum methodologies and tools (Jira, Microsoft Planner, Azure DevOps, etc.).
  • Knowledge of federal IT standards, security controls (e.g., FedRAMP, NIST), and accessibility requirements.
  • Experience leading high-complexity SharePoint projects within resource and timeframe constraints.
