POSITION SUMMARY
The Manager of Information Systems is responsible for the strategic oversight and operational management of Fora Health’s technology infrastructure, cybersecurity posture, and information systems. This includes leadership of internal IT staff, vendor partnerships, compliance with healthcare regulations and support for mission-critical systems.
The role requires a strong balance of hands-on knowledge and executive communication skills to guide technology planning, oversee IT security, and lead digital innovation efforts. The Manager ensures that systems remain reliable, secure, and aligned with organizational priorities to support clinical care, billing workflows, and operational growth.
ESSENTIAL JOB FUNCTIONS
- Collaborates with senior leadership to align IT strategy, infrastructure, and systems with organizational goals
- Contributes to long-term technology planning, infrastructure modernization, and administrative system improvements
- Oversees Fora Health’s IT infrastructure, including network administration, cybersecurity, programming, and systems architecture
- Manages IT operations including equipment provisioning, endpoint support, and peripheral systems such as CCTV, badge access, mobile devices, and UPS units
- Leads the internal Information Systems team with a focus on emotional intelligence, communication, and accountability
- Serves as primary liaison to IT vendors and software platforms, ensures strategic alignment and escalation management
- Leads the organization’s cybersecurity program including threat prevention, detection, incident response, and recovery. Coordinates vulnerability scans, endpoint protection, encryption practices, and system hardening
- Ensures compliance, along with Director of Quality, with applicable regulatory frameworks
- Develops and maintains IT policies, SOPs, and documentation; supports internal and external audits through preparation and response coordination
- Maintains and tests disaster recovery and business continuity plans in collaboration with the MSP
- Coordinates backups, uptime monitoring, and recovery point/time objectives (RPO/RTO)
- Collaborates with the Database Manager to align reporting priorities and support cross-functional data needs
- Leads process improvement and internal tool innovation using Microsoft 365, SharePoint, and workflow automation tools to enhance efficiency
- Develops training materials, system use guidelines, and end-user documentation to empower staff and reduce support burden

- Supervises Database Manager position
- Supervises IT Support Specialist position
- Supervises IT Technician position
- May oversee interns, fellows, or project-based contractors as needed
QUALIFICATIONS
EDUCATION AND EXPERIENCE REQUIRED
- Bachelor's degree in Management, Business, Computer Science or equivalent education and work experience.
- Five years’ experience managing Information Technology infrastructure and applications to support businesses
EXPERIENCE REQUIRED
- Experience in Behavioral Health or other Health Care related field
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
- Excellent verbal and written communication skills across technical and non-technical stakeholders
- Proficiency in SQL, Crystal Reports, and Power BI for data analysis and reporting oversight
- Experience managing and optimizing Behavioral Health EHR platforms (e.g., KIPU)
- Proficiency in Microsoft 365 ecosystem, including SharePoint, Teams, Power Automate, and Microsoft Forms
- Ability to manage digital signature, conferencing, and productivity tools (e.g., DocuSign, Zoom, Outlook)
- Ability to manage technical vendors, MSPs, and SLAs across multi-system environments
- Proficiency in cybersecurity principles, incident response, encryption, and business continuity planning
- Ability to manage surveillance and access control systems (e.g., Exacq,Vision, LenelS2)
- Highly self-directed with exceptional time management and prioritization skills
OTHER REQUIREMENTS
- Verification of Sobriety, per Oregon Administrative Rules (OAR) standards
- DHS Background Check Approval
- Successful completion of Drug Test upon hire
- Documentation of Tuberculian test and/or evaluation with negative results or evidence of non-communicability
WORKING CONDITIONS
- This position generally works in an indoor office environment with infrequent travel between sites or to special events.
- Position requires some overtime, including evening and weekend work. Adjustment of work schedule may be required.
- Position requires on-call availability to respond to emergency situations during off-duty hours.
