*Note: This position is pending award and selection therefore is contingent in nature. This effort is estimated to be awarded mid-August with start dates ranging from mid-September to early October.

RCS is seeking a CEA and Budget Support Specialist to be an organized and proactive CEA (Cybersecurity Enhancement Account) and Budget Support Specialist to join our team in supporting the Department of the Treasury's Office of the Chief Information Officer (OCIO). The successful candidate will be responsible for managing and optimizing the cybersecurity budgetary framework while ensuring alignment with Treasury's strategic cybersecurity objectives.

This position requires the candidate to meet specific Security Clearance obligations (Treasury Public Trust) to work onsite in Washington, DC with flexibility for remote work subject to organizational approval. Relocation assistance is not available.

What you will do:

  • Develop and manage the Cybersecurity Enhancement Account budget, ensuring appropriateness and efficiency of all cybersecurity expenditures.
  • Analyze and track the allocation of funds within the CEA, ensuring all budgeting activities align with federal guidelines and cybersecurity strategies.
  • Provide data-driven analysis to support decision-making processes related to cybersecurity projects and initiatives funded through the CEA.
  • Collaborate with Treasury's financial and cybersecurity teams to develop robust financial models, forecasts, and expenditure tracking systems.
  • Support budget execution, including preparation of budget documentation, reports, and presentations for senior leadership review.
  • Ensure compliance with federal budgetary and cybersecurity regulations, maintaining up-to-date knowledge of relevant policies.
  • Leverage analytical tools to extract meaningful insights from financial data to optimize resource allocation for cybersecurity projects.


Required Qualifications/Education:

  • Clearance: Active Public Trust security clearance or the ability to obtain, particularly within the Department of the Treasury. Treasury badge strongly preferred.
  • Bachelors degree in Cybersecurity, Finance, Business Administration, or a related field.
  • At least 5 years of professional experience in financial management, budgeting, or cybersecurity account management, preferably within a federal government setting.
  • Strong analytical, organizational, and communication skills, with the ability to manage complex data and present actionable insights.
  • Proficiency in financial modeling and advanced Excel skills; familiarity with federal cybersecurity budget management processes is an advantage.
  • Ability to work independently, manage multiple priorities, and maintain attention to detail in a fast-paced environment.
  • Proven track record of collaborating with diverse teams and promoting a culture of strategic financial management.
  • Must have an appetite to lead.
