JOB SUMMARY:
The Telecommunications Administrator II is responsible for providing high-level support and disaster recovery expertise. Primary duties are to plan, design, troubleshoot, and oversee the construction and maintenance of telecommunications networks and equipment used for telephones, voicemail, PBX, video, or data communication.

- Establish communications systems by installing, operating, and maintaining voice, video, and data communications network circuits and equipment.
- Maintain communication circuits and equipment by identifying, correcting, or escalating problems.
- Plan network installations by reviewing customer requirements, assessing site plans, manuals, and technical specifications, ordering and gathering equipment and materials, and preparing an installation diagram.
- Establish voice, video, and data networks by terminating and splicing cables and programing and installing telecommunications equipment (routers, switches, multiplexors, and media converters) according to USAF and Industrial Standards.
- Operate and maintain VTC requirements for the site and perform system hardware and software updates, site certifications, and network registrations.
- Test network backup procedures and update documentation.
- Maintain digital messaging servers and displays by providing design, procurement, installation, programming, and troubleshooting.
- Provide administration and maintenance support of T-Metrics application, add/remove agents, add/remove telephone numbers, record a message of the day for "special/emergency occasions," and act as a liaison for main changes for call tree.
- Maintain an adequate supply inventory.
- Install and maintain multiple Audio/Video Presentation Systems configurations, design, procurement, upgrade, and troubleshoot.
- Program DMS100 PBX features and services on multiline and single-line telephone instruments.
- Collaborate with local communication squadron and commercial providers to maintain FTS, ISDN, POTS, VoIP, and satellite services for the customer.
- Assist vendors and facility management with alarm, paging, HVAC, CATV, commercial ISP, and other special circuits.
- Support MILCON demolition and construction projects.
- Maintain doctor/patient evaluation system and 16 channel CCTV video/audio monitoring system.
- Collaborate with third-party vendor and support services, VARs, 96 CS, Polycom/CISCO, Verizon, Cox, etc. Commercial Cellular Support, signal enhancement (DAS), and product support.
- Manage cellular billing and inventory, monitor usage, and modify device service plans.
- Support equipment and applications to provide American Sign Language (ASL) communications between providers and deaf patients.
- Perform backup support outside of the primary position function as assigned.
TEAM SUPPORT:
- Coordinate and lead others in analyzing collected requirements to ensure plans and identified solutions meet customer needs and expectations.
- Build, confirm, and prioritize project plans and deliverables with clients and vendors.
- Work independently in a collaborative team environment, often with other clients and vendors.
- Monitor projects and ensure client requirements are met.
- Demonstrate analytical and problem-solving skills and strong leadership and project management skills.
- Serve as team leader and mentor to work with clients and vendors.
- Assist management with recruiting and training of staff.
- Support the preparation of proposals, business plans, standard process documentation, and other documents related to the government contract.
- Attend required training.
MINIMUM QUALIFICATIONS:
- Must have a Bachelor’s Degree in Information Technology, Computer Science, or a related field.
- Must have a minimum of five (5) years of experience in the field or a related area.
- May substitute equivalent combination of education and experience.
- Must possess a Security+ CE certification.
- Must meet eligibility requirements for work assignment on the specified contract(s).
- Must have the following documentation available at time of in-processing:
- Hepatitis B: Three shot series OR a positive titer.
- Influenza: Current season.
- MMR: Two-shot series OR a positive titer.
- PPD: Two TB skin tests at least one week apart but within 12 months OR a QFT/T-spot.
- Tdap: One-time dose; then Td booster every ten (10) years.
- Varicella: Two shot series OR a positive titer OR medical documentation of chickenpox diagnosis as a child.
- Must be able to obtain and maintain a security clearance.
- Must be able to pass organization screening requirements, including state or federal background screenings, as appropriate.
PREFERRED QUALIFICATIONS:
- Master’s Degree in Information Technology, Computer Science, or a related field.
In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Possess excellent verbal and written communication skills.
- Must have strong attention to detail and organizational skills.
- Must have the ability to work independently and to make decisions.
- Ability to operate a computer using Microsoft Office Suite and applicable department/organization specific software.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to establish and maintain effective and collaborative working relationships with those contacted in the course of work. Ability to organize work for timely completion.
- Ability to regularly attend work and arrive punctually for designated work schedule.
- Ability to communicate effectively orally and in writing.
TRAVEL
- Some travel may be required, up to 10% of the time. The travel may be local or national.
PHYSICAL REQUIREMENTS:
This job operates in a professional office environment. The physical demands described here represent those that a team member must meet to perform the essential functions of this job successfully. Flexibility related to work hours as project demands arise.
- Occasionally required to move up to 40 pounds.
- Must be able to remain in a stationary computer position for extended periods.
- Must be able to use hands and fingers to type.
- Must be able to reach with hands and arms for using a computer and installation of network cables.

ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside without exposure to adverse environmental conditions (example dirt, cold, heat, rain, fumes).
SENSORY REQUIREMENTS:
Some tasks require manual dexterity, in addition to visual and hearing acuity.
