We are hoping you will join us as a Director, Human Resources - Total Rewards (Director III) and help shape the future of healthcare where you'll be an integral part of our Human Resources team, helping to strive for excellence while we serve our member health with dignity, respecting the value and needs of each of our members through collaboration with our providers, community partners and local stakeholders. This position has been approved to be Partial Telework.
- If telework is approved, you are required to work within the State of California only and if Partial Telework, also come in to the Main Office in Orange, CA, at least two (2) days per week minimum.
The Director of Human Resources (HR) will lead, oversee, and manage the administration of HR Total Rewards services, policies, and programs for CalOptima Health which includes but is not limited to classification and compensation, health and welfare benefits, retirement, wellness programs, workplace absence, and workers' compensation and other leave programs, as determined by the Chief Human Resources Officer. You will provide high-level and complex guidance to leadership, oversee policy development, manage the HR budget, and direct a team responsible for delivering Total Rewards services. You will also design and evaluate compensation and benefits programs, ensure compliance with employment laws, partner across departments on data integrity and pay equity, and deliver training to leaders and staff. You will have extensive HR expertise, strong leadership and strategic skills, and the ability to manage complex programs in a fast paced environment. Together, we are building a stronger, more equitable health system.
Your Contributions To the Team:
- 50% - Leadership Functions
- Cultivates and promotes a mission driven culture of high-quality performance, with a focus on customer service, consistency, dignity, and accountability.
- Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short and long-term goals/priorities for the department.
- Directs, manages and oversees the Total Rewards team including assigning and evaluating work, making recommendations on hiring, training and setting goals, conducting performance evaluations and recommending and implementing corrective actions up to and including termination.
- Participates in the development and implementation of goals aligned with CalOptima Health's strategic plan and department initiatives.
- Develops and administers the HR budget; forecasts funds needed for operational expenses, approves and monitors expenditures for assigned areas.
- Develops, updates, and implements HR policies and procedures to ensure general responsibilities, requirements and regulations of assigned HR areas comply with applicable legal provisions.
- Prepares and presents reports to the board of directors, board committees, and executive management regarding HR Total Rewards programs and services.
- Assesses and refines department priorities, strategies and operations to ensure continuous improvement and alignment with organizational goals.
- 45% - Program Oversight
- Serves as subject matter expert (SME), stays current with employment laws, and advises and educates leadership on revisions or changes as applicable to the assigned areas.
- Designs, develops, and communicates the implementation of Total Rewards programs, initiatives, and processes.
- Manages base salaries, executive pay, and incentive programs and ensures their compliance with compensation policies.
- Oversees health, wellness, retirement (e.g., 401a, CalPERS), and leave programs; manages broker relationships and annual open enrollment.
- Partners with Finance and HR teams to analyze pay equity, build job leveling frameworks, and ensure data integrity across HR technology platforms.
- Designs, develops, and delivers training to equip leaders and staff with essential knowledge and skills within assigned area of subject matter expertise ensuring all employees are well-informed and able to apply and uphold legal provisions.
- 5% - Other
- Completes other projects and duties as assigned.
Do You Have What the Role Requires?
- Bachelor's degree in human resources, public administration, business administration, or related field PLUS 7 years of progressive human resources experience with direct subject matter expertise in at least two of the following, and familiarity or indirect experience with the others: classification and compensation, benefits and wellness programs, absence management (leave, disabilities accommodations and workers compensation) programs, and/or performance management, is required; an equivalent combination of experience and education sufficient to perform the essential functions of the position and provide the required knowledge and abilities is qualifying.
- 4 years of supervisory experience is required.
- Have access to means of transportation for work away from the primary office approximately 5% of the time.
You'll Stand Out More If You Possess the Following:
- Experience with California public health plans.
- Master's degree in business administration, human resources or related field.
- Certification in subject specific areas such as SHRM Certified Professional (CP) or Senior Certified Professional (SCP), Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Certified Compensation Professional (CCP), Certified Benefits Professional (CBP), etc.
