Job Summary
Provide high-quality home ownership counseling and coaching services as assigned to clients based on specific needs to assist in obtaining or maintaining safe, decent, and affordable housing. The Housing Counselor conducts individual counseling, goal setting, assessments, financial education, budgeting, and credit counseling to ensure effective and efficient delivery of services to participants.
Duties and Responsibilities
- Gather information from clients and assess the best way possible to help make solid decisions in improving or stabilizing the clients’ housing situations, which includes but is not limited to rental, home purchase, post purchase, credit building, and/or foreclosure prevention.
- Assesses client needs and assists in identifying solutions to specific housing and credit needs through a variety of program options within a reasonable period of time.
- Develops a success plan with each client that identifies specific needs/goals, the steps necessary to meet the goals, and the timeframes to complete the program.
- Maintains confidentiality of client information as well as the official records/documents to ensure compliance with federal, state, and local regulations.
- Maintains necessary data and client files to track progress and contribute to aggregate service data on demographics, needs, and accomplishments for reporting purposes.
- Assists departmental management in analyzing data and preparing various reports to LUL senior management, and/or governmental and funding streams.
- Audit files to ensure compliance with the current regulations, ensuring CHFE policies are followed.
- Conducts homebuyer and rental education, foreclosure intervention, budget and credit workshops, both in person and virtual, to promote increased awareness of the Louisville Urban League and its programs.
- Meets all performance standards and requirements for program contracts/grants for all funders, including the National Urban League.
- COVID-19 vaccination, preferred.

Knowledge, Skills, and Abilities
To be successful, the incumbent should, at a minimum, possess skills, knowledge or abilities in the following:
- Must be a HUD Certified Housing Counselor or achieve this credential within 45 days of hiring through HUD and the NeighborWorks Center for Homeownership Education & Counseling (NCHEC) https://hudhousingcounselors.com/
- Demonstrates ability to exercise sound judgment and make independent decisions.
- Has the proven ability to facilitate and lead effective group education sessions and to deliver high-energy presentations.
- Possesses a strong understanding of the home purchase process, credit reporting, and personal budgeting.
- Must have excellent presentation skills and strong business communication skills, both written and oral.
- Have excellent social skills with an ability to quickly build rapport with residents, clients, partners, and the general public.
- Maintains thorough files, case notes, and essential documents, and is highly organized.
- Possesses a strong working knowledge of Google products (Docs, Calendar, Drive) as well as experience with a client management system (CMS) / database.
- Is team-oriented and can think strategically with other staff.
- Must be highly motivated and goal-oriented.
- Bilingual is a plus.
- Punctuality is a must, and a willingness to work as needed.
- Occasional out-of-town travel and ability to work some nights/weekends.
- A valid driver’s license is required, and you are willing to use your own automobile.
Education and/or Experience
- Associate’s degree or two years of college in Business, Social Work, or related field, and three years of housing and default mortgage counseling preferred.
- HUD certifications in Housing and Foreclosure Counseling preferred.
- Minimum one year of experience utilizing Neighborworks Counselormax Software.
- One or more years of housing/ homeownership counseling experience.
- Two years of experience with Loss Mitigation policies and procedures preferred.
- Knowledge/experience in banking, lending, legal, personal money management, or real estate.
Work Environment
This is an in-office position. Much of the candidate’s time will be spent behind a computer (using Zoom or Google Hangouts meetings) and on the phone. The workweek is 37.5 hours, Monday through Friday, with some evenings and weekends occasionally required. Some out-of-state, local, and statewide travel is common to meet with strategic partners and potential customers. As such, a valid driver’s license and reliable transportation are required.
