Position Overview
The Technical Operations Specialist provides advanced technical and communications support for Military Explosive Ordnance Disposal (EOD) and Public Safety Bomb Squad (PSBS) interoperability exercises conducted by the National Center for Explosives Training and Research (NCETR) with funding from the Department of the Army (DA) G-38. This role is responsible for capturing, documenting, transmitting, and safeguarding technical data generated during live explosive operations and exercises, enabling accurate After Action Reviews (AARs), Hot Washes, and analysis of emerging IED threats.
Key Responsibilities
- Capture and document EOD and PSBS exercise actions using fixed cameras, body-worn cameras, UAS platforms, and other emerging technologies
- Maintain cutting-edge documentation methods to support safety, operational analysis, and post-exercise evaluation
- Provide Wi-Fi and communications support at remote training sites to enable real-time reporting and data transmission (e.g., Mobile BATS)
- Select, install, maintain, troubleshoot, and repair technical and surveillance equipment used during exercises
- Transfer video, imagery, and technical data to formats suitable for distribution to exercise participants and stakeholders
- Organize and lead technical operations teams composed of personnel from federal agencies, military units, and local law enforcement
- Train Observer/Controllers (OCs) on the proper use of technical equipment supporting exercise execution
- Manage communications systems for ATF Mobile Command Vehicles, requiring strong ATF communications expertise
- Operate safely around live explosives, accounting for blast effects when placing cameras and technical devices
- Protect cameras and documentation equipment, including the use of ballistic enclosures and other protective measures
Qualifications and Experience
Candidates must meet one of the following education and experience combinations:
- Preferred:
- Bachelors degree from an accredited college or university and a minimum of ten (10) years of subject-matter-related experience in law enforcement, military, or investigative operations, with a significant focus on explosives
OR
- High school diploma or GED and fifteen (15) years of general law enforcement, IOI, military, or field-related experience
OR
- Graduate degree and a minimum of five (5) years of experience working, instructing, or conducting research in the subject area at a level exceeding those supported
Required Skills and Certifications
- Demonstrated experience providing technical operations support in live-exercise environments
- Successful completion of a Technical Operations Specialist training course or equivalent professional experience
- Certified Technical Investigator with UBIQUITI training in radio systems for video transmission and View Commander
- Extensive knowledge of modern surveillance, video capture, and data transmission technologies
Preferred Experience
- Prior participation in Ravens Challenge exercises
- Experience as an ATF Tactical Operations Officer or Technical Surveillance Specialist
- Extensive knowledge of state-of-the-art surveillance and communications systems
Continuing Education and Currency
- Maintain subject matter currency through continuing education, training, or professional experience
- Provide documentation upon request demonstrating maintenance of expertise through recent training, certifications, or publications
