Position: Section 8 (PBRA) Compliance Specialist (Property Manager)

Position Overview
We are seeking an experienced Section 8 (PBRA) Compliance Specialist with 5+ years of recent consecutive compliance experience with the desire to integrate the compliance skillset with an onsite Property Manager role.
This role will oversee the properties compliance component as well as handling the traditional and industry standard day to day Property Management duties. The ideal candidate will be a strategic thinker, hands-on leader, and a partner in supporting the company’s success. In addition to typical Compliance and Property Management responsibilities, the ideal candidate is charged with protecting company assets and upholding local and Federal housing laws, Fair Housing laws and Pennsylvania Landlord Tenant Law.
Responsibilities
Completing the following processes from inception to full completion per HUD 4350.1 and 4350.3:
Collecting correlating documents to begin and complete applications, interim recertifications, annual recertifications and IC’s
Creating and sending annual recertification notices at the appropriate benchmarks
Accurately completing calculation sheets
59 creation,transfer 59 creating and termination 59 creation in Yardi Breeze
Determine when to process EIV reports and perform the next course of action if any
Creating and maintaining waitlists
Identify households with income discrepancies and work with tenants to create repayment plans if applicable
Delinquency review and performing appropriate delinquency collection efforts
(rent collection not processed onsite)
Work order review and delegation
Creating 59 adjustments
Processing IC’s back onto the voucher
Maintain resident files in audit ready condition
Completing sex offender searches
Processing employment verifications via The Work Number
Obtain Cyber security certification within 15 days of hire
Submitting HUD voucher and supporting files electronically via the Tenant Rental Assistance Certification System (TRACS)
Assist with MOR preparation and completing post MOR findings within 60 days or receipt
Prepare for NSPIRE inspections
Supervise 2 maintenance personnel
Payroll submission

Qualifications
5+ years of uninterrupted and recent consecutive Section 8 Compliance experience
COS certification and or COSA certification
1+ year or experience with Yardi Breeze
1+ year experience with AppFolio
1+ year of supervisory experience
