GBS is seeking a Computer Systems Analyst - SME focusing on performing advanced systems analysis and architectural design to improve integration, functionality, and performance of enterprise IT solutions.

Job Functions

  • Must have demonstrated experience in API design, development, and integration, including working knowledge of REST, SOAP, and secure data exchange protocols.
  • Familiarity with integration and API management tools such as MuleSoft Anypoint Platform, Swagger, and Postman, as well as development environments including GitHub, PHP, Java, SQL, and Lucee ColdFusion is preferred.
  • Analyzes complex business data processing problems to develop and implement solutions for enterprise applications and system integration challenges.
  • Performs systems management and integration functions across heterogeneous platforms, including legacy and cloud-based environments.
  • Identifies and mitigates system performance bottlenecks and limitations.
  • Designs the architecture of enterprise systems to ensure scalability, interoperability, and secure data flow between HRMSD and external systems.
  • Collaborates with stakeholders to translate business requirements into system specifications and architectural solutions.
  • Develops and implements enterprise-level strategies for software, hardware, and network optimization.
  • Evaluates and recommends software and COTS solutions, ensuring compatibility with HRMSD's technical architecture.
  • Reviews and enhances system workflows, including automation and data exchange processes.
  • Evaluates and recommends commercially available software to meet technical and operational needs.

Experience Requirements

  • Evaluating current computer systems and procedures to identify areas for improvement.
  • Designing and implementing new systems or modifications to enhance functionality and user satisfaction.
  • Testing systems to ensure that they operate reliably and meet government standards.
  • Providing training to users on new systems and offering ongoing support.
  • Maintaining detailed documentation of systems configurations and procedures as required by government protocols.

Skills and Abilities

  • Proficiency in systems analysis and IT infrastructure.
  • Strong problem-solving and analytical skills.
  • Experience with database management and software development.
  • Excellent communication skills for translating complex technical details into understandable terms for non-technical staff.
  • Ability to manage multiple projects and adapt to changing priorities.

Education / Certification Requirements

  • Bachelor's degree in Computer Science, Information Systems, or related field.
  • 3-5 years of experience in systems analysis or IT operations, preferably in a government or enterprise environment.
  • Must be a US Citizen or Permanent Resident
  • Must be able to obtain a position of public trust with the US Government
