At NAS Oceana located at Virginia Beach, VA, SA-TECH supports the Navy Integrated Training Environment (NITE) that covers the development, integration, management and support of an integrated program to enable a continuous, multi-domain, Live, Virtual and Constructive (LVC) training platform across multiple physical training locations. Together with our partners, SA-TECH is helping integrate the Navy Combined Tactical Training Range (NCTTR) and the Southern California Offshore Range (SCORE) into the Navy Continuous Training Environment (NCTE) environment.


SA-TECH is currently looking to hire a Subcontracts Manager at NAS Oceana (Virginia Beach, VA) to assist the Contract Site Manager (CSM) with day-to-day management of subcontractor employees in accordance with NITE contract requirements at multiple locations. This position reports to the Oceana Contract Site Manager.


Specific duties include (but are not limited to):

  • Directs the adherence to policy for contractor personnel directly or through prime contractor supervisor to ensure all contract requirements are completed.
  • Works with supervisors to ensure subcontractor personnel have adequate coverage of all tasks, staggering schedules as necessary to minimize overtime.
  • Ensures economy-of-operation by improvement of work methods and procedures.
  • Utilizes IEMS (MAXIMO) to manage range activities and resources.
  • Ensures employees always conduct themselves in a proper and professional manner and adhere to applicable Government regulations.
  • Resolves personnel problems and situations within range activities.
  • Evaluates performance of assigned personnel.
  • Coordinates temporary reassignment of personnel to other sites, providing assistance as required.
  • Coordinates with range projects throughout the company to ensure availability of additional assets for surge requirements.
  • Represents subcontractors on contract matters relating to employee performance.
  • Meets with the Government as requested by the CSM.
  • Supports Government-sponsored meetings, briefings, and reviews as required.
  • Ensures coordination and cooperation with other contractors/Government agencies.
  • Coordinates range scheduling with the Government representatives.
  • Uses IEMS in support of contractual requirements.

Work Conditions/Physical Requirements:

  • Typical office environment with no unusual hazards, occasional lifting to 20 pounds.
  • Constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness.
  • Must possess planning/organizing skills and must be able to work under deadlines.
  • Routine travel to remote site facilities may be involved.
  • Any lifting requirements are important, together with eyesight, hearing, touching, feeling, stooping, crawling, etc.
  • May need to become climbing-certified on towers/ladders/etc.

Requirements:

Education/Experience/Skills

  • Bachelor’s degree in STEM and/or management field.
  • Seven (7) years of DoD training range experience.
  • Three (3) years of managerial experience with DoD efforts.
  • Ability to speak, read, and write English
  • Must have Maintenance Management Process training.
  • Must pass Cyber Security Awareness training.
  • Knowledge of Quality Assurance Programs and processes.
  • A current PMP certification is preferred.
  • Valid State Driver’s License required; must be able to be insured through company’s vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must be able to obtain a U.S. DoD Secret Security Clearance prior to hire date and maintain a Secret clearance throughout employment.
  • May be required to be TS/SCI-eligible.
  • All candidates will be required to pass background screening to include SSN, Driver Record, and Criminal Background Investigation.
