Apogee Solutions is seeking a Data Scientist to support the United States Air Force’s Deputy Chief of Staff for Training and Readiness at the Pentagon. Qualified candidates must have a Top Secret clearance.

The Data Scientist will assist the Senior Data Scientist in all aspects and is the Assistant Team Lead. The Training and Readiness Directorate is the Air Staff’s focal point to assist, orchestrate, and implement readiness analysis actions for current and future operations across the Air Force, to include weapons system sustainment, operational training infrastructure, critical skills personnel shortages, flying hour analysis, and deployment ratios.

The Data Scientist will:

  • Explain and defend AF readiness analytic models, conclusions, projections, and data during annual audits from OSD Capabilities (CAPE), Government Accounting Office, and Office of Management and Budget (OMB).
  • Assist by directing team to modify, update, and use appropriate model, computer program, database, or similar tool, to include Government-owned models and tools; commercial analytic tools; and Microsoft office and other graphic and presentation programs.
  • Assist in updating products determined by Government lead, to include senior leader guidance, budgetary, strategy, policy or other variable changes, as required.
  • Assist the Senior Data Scientist by representing AF Readiness Division and team's predictive analytics to peer, military, Op Research community professional conferences, cross-talks, seminars and other events. Interacts with academic and analytic organizations (military and civilian) such as universities RAND, and IDA to keep current with the latest trends and techniques in the analytic industry.
  • Provide expertise on use and implementation of an agile model and analytical software.
  • Demonstrate proficiency in adaptation, verification, validation, and accreditation of core readiness.
  • Maintain and improve emerging technologies and respective databases to provide adaptive predictive readiness and readiness reporting analysis that enables data exchange automation with authoritative data sources.
  • Maintain a configuration management plan and system documentation activity.
  • Maintain document change proposals and emerging requirements.
  • Maintain and update the current model and database sustained with required authoritative databases, as appropriate.
  • Update and maintain requirements document based on current and future format and standards with each module's current and future capability.
  • Provide software management to update and maintain adaptability to emerging requirements.
  • Monitor the state of the authoritative databases used to incorporate DRRS lexicon and associated predictive analysis relevant data environments.
  • Review, update, and provide the necessary self-paced guides and user manuals for system users to operate the system.
  • Maintain and provide comprehensive support to a predictive readiness system users/user group.
  • Maintain and provide support to increase predictive capability breadth and depth expanding tools, techniques, and expertise to fielded systems and/or systems matured in operational concept during this period.
  • Maintain and provide dedicated effort to refinement and enhancements of the model/tool with focus on impacts resulting from resourcing and policy decisions under consideration in the flying hours, operational training, aircraft availability and weapons system sustainment trade space, comparing to and aligning with real world collected data.
  • Maintain and update a predictive modeling approach with the necessary breadth and depth to analyze Combat Air Force (CAF), Mobility Air Force (MAF), Intelligence Surveillance and Reconnaissance (ISR), Special Operations (SOF), Personnel Recovery (PR), Command and Control (C2), Remotely Piloted Aircraft (RPA), Space, Cyberspace, and any other force elements.
  • Recommends, identifies, and selects appropriate model, computer program, database, or similar tool to employ in order to answer questions characterized by variable which are multidisciplinary, cross-domain, complex, non-linear, and ever- changing.
  • Provide means and methods to generate legitimate representations of the readiness phenomena in environments characterized by ambiguous and incomplete data.
  • Identifies the role of non-linear influences and to adequately consider interdependency and co-dependency within the variable sets.
  • Addresses feedback loops and the influences they have on the generation of vicious and virtuous cycles.

Required Experience

  • Active DOD Top Secret Clearance
  • Masters in modeling and simulation, operations research, or an equivalent mix of analysis experience combined with an advanced academic degree
  • Minimum of 10 years of combined experience to include analysis and military service at the tactical, operational, and strategic levels
  • Minimum of 5 years of experience in the analysis of operational readiness matters including relating corporate processes to operational readiness outcomings
  • Minimum of 5 years of experience leading analytics teams and Air Force operations teams
  • Minimum of 5 years of experience in USAF operations units (squadron, group, wing) including aircraft, space, nuclear, cyber, C5ISR missions; experience will include training, operations scheduler, instructor/evaluator positions
  • Minimum 3 years of experience on or supporting the Air Staff or an equivalent strategic level staff
  • Experience in joint, combined, inter-agency positions such as operations, strategy, planning, policy, exercises, and international security cooperation/partnership
  • Ability to direct team members in modifying, updating, and using computer generated models
  • Capable of explaining and defending Air Force readiness analytic models, conclusions, projections, and data during annual audits
  • An active profile in the field publishing papers, attending conferences, and serving on advisory panels in the interest of AF readiness is desired
