As a Project Engineer, you will support the Architect of the Capitol (AOC), helping steward and modernize some of the nations most important civic and historic facilities. Your work will directly inform capital investment decisions for the U.S. Legislative Branchcombining engineering expertise, project leadership, and public-sector mission impact.

This is an opportunity for an experienced Mechanical or Electrical Engineer to lead facility condition assessments, guide technical teams, and develop actionable recommendations that shape long-term infrastructure planning across a complex federal campus.

Position Summary


The Senior Project Engineer supports facility condition assessments and capital planning initiatives for a major federal facilities program. This role manages multiple concurrent assessment projects while providing technical engineering oversight for building systems evaluations, equipment deficiency reviews, and technical report development.

The position blends project management, technical leadership, and engineering analysis to ensure accurate, high-quality work products that inform capital improvement strategieswhile navigating federal design standards, sustainability requirements, and historic preservation constraints.

Key Responsibilities


Project Management & Delivery


  • Manage multiple concurrent facility assessment and engineering projects
  • Develop and maintain project schedules, budgets, and resource plans
  • Coordinate multidisciplinary teams, including engineers, consultants, and stakeholders
  • Lead project status meetings and provide clear progress reporting
  • Ensure timely, high-quality delivery of all project deliverables

Technical Engineering & Assessments


  • Conduct engineering studies, feasibility analyses, and building systems assessments under Program Manager direction
  • Review mechanical or electrical system conditions and identify improvement needs
  • Provide technical oversight for assessment methodologies and data collection
  • Review designs, specifications, drawings, and calculations for building systems
  • Ensure compliance with federal codes, sustainability requirements, and historic preservation standards

Reporting, QA & Capital Recommendations


  • Oversee the development of comprehensive technical assessment reports
  • Perform technical review and quality control for all deliverables
  • Develop detailed work scopes and capital improvement recommendations
  • Evaluate lifecycle costs and benefits for equipment replacement or modernization
  • Ensure clarity, accuracy, and alignment of reports with program objectives

Collaboration & Technical Leadership


  • Provide engineering guidance and mentorship to project teams
  • Serve as a technical liaison to agency stakeholders and program leadership
  • Collaborate with architects, preservation specialists, and other disciplines
  • Support executive-level briefings and stakeholder presentations
  • Promote consistent application of engineering standards across projects

Qualifications


Education


  • Bachelors degree in Mechanical or Electrical Engineering (required)
  • Masters degree in Engineering or related field (preferred)

Professional Experience


  • Approximately 812 years of progressive experience in mechanical or electrical engineering for building or infrastructure projects
  • Experience managing multiple concurrent technical or engineering projects
  • Background in facility condition assessments, capital planning, or asset management
  • Experience providing technical oversight for engineering reports and deliverables
  • Strong project coordination and stakeholder communication skills

Technical Expertise


  • Engineering studies and feasibility analyses
  • Facility condition assessments (FCA) and equipment deficiency analysis
  • Development and quality assurance of technical reports
  • Review of mechanical or electrical designs and calculations
  • Familiarity with federal codes, standards, and sustainability requirements

Preferred Experience


  • Experience working with federal agencies (e.g., AOC, GSA, USACE, NAVFAC, or other federal entities)
  • Background in historic facilities or preservation-sensitive projects
  • Experience with energy efficiency, sustainable building systems, or facility modernization
  • Experience supporting capital improvement plans or investment strategies

Licenses & Certifications


  • Professional Engineer (PE) license (preferred, not required)
  • FE / EIT certification
  • PMP or similar project management credential (a plus)
