What You'll Do:

In the Site Supervisor role, you'llbe a direct support to the Shelter Program Manager providing for the Oceanside Navigation Center, a 75-bed campus providing emergency shelter to adults ages 18 and older of all genders; prioritizing Oceanside residents who are currently experiencing homelessness and chronically homeless individuals who are high end users of the emergency response system. The shelter site supervisor is responsible for on-site leadership to staff teams, site safety, resident schedules/activities and will provide on-call emergency support to the shelter. Alongside the Shelter Program Manager, the Shelter Site Supervisor will work to ensure the achievement of program goals and objectives and contribute to program development and enhancement.


CORE DUTIES AND RESPONSIBILITIES:

  • Support the Shelter Program Manager is overseeing the day-to-day operations of Interfaith’s Oceanside Navigation Center, an emergency year-round low-barrier shelter in the City of Oceanside; ensuring a safe, clean, and well-maintained environment.
  • Monitor and coordinate program activities, client services, and facility functions to ensure smooth and efficient operations.
  • Ensure service delivery is in alignment with program goals and in compliance with grant and contract requirements.
  • Provide daily supervision, direction, and support to site staff, including Resident Coordinators, aides, interns, and volunteers.
  • Provide ongoing coaching, guidance, and professional development opportunities for team members.
  • Support staff in addressing client needs, including housing navigation, referrals, crisis management, case consultation and resource coordination.
  • Maintain a safe, supportive environment by modeling program protocols and ensuring staff adhere to policies.
  • Respond to client incidents and emergencies, including de-escalation and coordination with law enforcement or medical personnel when necessary.
  • Support in facilitating regular staff meetings to promote communication and problem-solving.
  • Ensure site compliance with safety regulations, contractual obligations, and applicable laws, including federal, state, and local requirements.
  • Conduct routine inspections of the facility to meet regulatory standards.
  • Oversee documentation, including incident reports, shift logs, and service delivery records.
  • Provide operational data, reports, and updates to the Shelter Program Manager and/or Director as requested.
  • Maintain effective working relationships with community partners, service providers, law enforcement, and other stakeholders.
  • Participate in community meetings, trainings, and collaborative initiatives related to the program’s mission.
  • Work with volunteer coordinators to integrate volunteers effectively into site operations.
  • Participate in staff hiring, training, and performance evaluation processes.
  • Support the Shelter Program Manager and Director in evaluating program efficiency and effectiveness, workload distribution, and staff assignments.
  • Assist the Shelter Program Manager with administrative tasks, data management, and preparation of program reports as needed.
  • Oversee daily facility inspections, safety checks, fire drills, and utility monitoring to meet federal, state, and local compliance requirements.
  • Perform additional duties as assigned by leadership.

SUPERVISORY RESPONSIBILITIES: This position will be responsible for supervising staff within the shelter program. They will provide daily supervision of tasks as well as direction and leadership to team members. They may support the Shelter Program Manager in recommending hiring and firing decisions, conducting corrective action as needed, conducting performance evaluations, and identifying and promoting professional development opportunities. Identifies areas where volunteers are needed and works with the Shelter Program Manager and Volunteer Coordinator in recruiting new volunteers to help further its capacity to serve clients.

  • Bachelor’s degree in social work or related field, preferred
  • At least 48 college units in Social Work or related field; an equivalent combination of work experience and education may be considered
  • 2+ years of experience working in a Social Services or nonprofit setting, required
  • Bilingual (Spanish/English), preferred

  • Valid CA Driver’s License
  • Requires knowledge and support of “Housing First” philosophy and strategies, as well as low-barrier shelters model
  • Knowledge of the grants and contracts
  • Knowledge and skill in identifying housing for low-income individuals and families
  • Knowledge of all guidelines and regulations in the Americans with Disability Act
  • Ability to establish and maintain professional boundaries with clients
  • Ability to identify problems, and research and recommend resolutions
  • Ability to react calmly to emergency situations
  • Excellent communication skills, particularly listening, mediation, and writing skills

Location: Onsite/Oceanside


Hourly Rate: $28.70-$35.08


Hours: Tuesday-Saturday: 8am-5pm with on-call responsibilities
