Position Summary
The Joint Training Requirements Specialist (JTRS) Subject Matter Expert will provide specialized joint training, readiness, exercise planning, assessment, and advisory support to National Guard Joint Force Headquarters (JFHQs), National Guard Bureau (NGB) organizations, and other supported organizations.
The West/Pacific Regional JTRS SME will serve as the primary technical resource for assigned JFHQs throughout the Western and Pacific region. The position will provide onsite and remote support involving the Joint Training System (JTS), Joint Training Plans (JTP), Joint Event Life Cycle (JELC), Defense Readiness Reporting System (DRRS), Joint Lessons Learned processes, and associated joint training systems.
Because of the geographic size and dispersed nature of the region, the JTRS SME must possess exceptional planning, coordination, independent-work, and travel-management capabilities.
Requirements:
Regional Joint Training Support
- Serve as the primary JTRS technical resource for assigned JFHQs within the South/Southwest region.
- Maintain continuous engagement with assigned state and territory Joint Training personnel.
- Provide onsite and remote technical assistance based upon NGB priorities and approved field requests.
- Support regional scheduling and coordination to ensure equitable coverage of assigned JFHQs.
- Coordinate with other Regional JTRS SMEs and the Program Manager to address workload surges and simultaneous requirements.
- Maintain awareness of regionally relevant domestic operations training requirements and readiness considerations.
Joint Training System Integration
- Assist JFHQs with integrating all four phases of the Joint Training System—Requirements, Planning, Execution, and Assessment—into training, exercise, and planning processes.
- Apply current CJCSI 3500-series guidance and applicable NGB policies and directives.
- Assist organizations with developing Mission Training Assessments (MTAs).
- Support Joint Mission Essential Task (JMET) and J/AMETL development.
- Develop and update Joint Training Plans.
- Develop training objectives and Training Performance Assessments.
- Assist with Joint Event Life Cycle development and execution.
- Support the entry, review, and maintenance of information within DRRS and the Joint Training Database of Record.
Exercise and Training Support
- Support National Guard joint exercises and training events as an Observer, Controller, Trainer (OC/T), as required.
- Participate in exercise Concept Development Meetings, Initial Planning Meetings, Mid-Planning Meetings, and Final Planning Meetings.
- Support exercise scenario and objective development.
- Assist with Master Scenario Events List (MSEL) scripting and development.
- Document training observations and provide actionable recommendations.
- Assist organizations in capturing planning milestones and exercise information within the Joint Training Database of Record.
- Identify and report lessons learned through appropriate NGB Joint Doctrine and Joint Lessons Learned processes.
Training and Workshops
- Develop and conduct Joint Training System workshops and training sessions for JFHQ personnel and senior leaders.
- Provide instruction on JTS Phases I-IV, JTP development, JELC, DRRS, JMETL/J/AMETL development, Joint Lessons Learned processes, and related systems.
- Develop training plans based upon identified areas for improvement.
- Prepare training materials, presentations, exercises, and supporting documentation.
- Conduct assessments of participant knowledge and training effectiveness.
Reporting and Documentation
- Prepare trip reports, Executive Summaries, training observations, briefings, training plans, and other required technical products within established deadlines.
- Maintain accurate information regarding regional activities for inclusion in monthly program reports.
- Maintain assigned JFHQ contact information, event schedules, training metrics, accomplishments, issues, and upcoming requirements.
- Support development and maintenance of the program's one-year event calendar.
- Distribute and support collection of customer surveys following in-person support visits.
Qualifications
Required
- Demonstrated professional experience with the Joint Training System and its four phases: Requirements, Planning, Execution, and Assessment.
- Demonstrated experience developing or supporting Joint Training Plans.
- Experience conducting or supporting joint exercises and training events.
- Experience providing training, workshops, or technical instruction to military personnel and senior leadership.
- Working knowledge of Mission Training Assessments and Training Proficiency/Performance Assessments.
- Experience with DoD joint training and readiness systems such as DRRS, Joint Training Database systems, and/or Joint Lessons Learned systems.
- Knowledge of Joint Event Life Cycle planning and execution.
- Ability to interpret and apply CJCS, DoD, and National Guard joint training doctrine and guidance.
- Ability to develop professional briefings, reports, assessments, and training materials.
- Ability to work independently while supporting a geographically dispersed national program.
- Ability and willingness to travel throughout the assigned region and CONUS.
- Active Secret security clearance.
Preferred
- Previous experience supporting the National Guard Bureau, a Joint Force Headquarters-State, Joint Staff, Combatant Command, Service Component, or comparable joint organization.
- Experience serving as an Observer, Controller, Trainer.
- Experience working directly with JFHQ J3/J37 training organizations.
- Experience supporting domestic operations training and readiness.
- Advanced proficiency with DRRS, Joint Training Database systems, JLLIS, JELC, and related DoD joint training systems.
Work Environment
This position supports a geographically dispersed National Guard mission and may be performed remotely when authorized. The employee must maintain sufficient proximity and responsiveness to support assigned regional requirements and will travel to Government facilities, JFHQ locations, exercises, workshops, and training events as required.
The position requires handling Controlled Unclassified Information and may require access to classified information and Government information systems. Personnel must comply with all applicable security, cybersecurity, OPSEC, CUI, installation-access, and Government system requirements.
