Position Summary:

FusionICS is seeking a highly skilled Contract Specialist with DoD or federal contracting experience to provide full lifecycle contract support for mission-critical programs. The Contract Specialist will bring deep knowledge of federal acquisition, the FAR, and agency-specific guidance, and will be relied upon to help structure contracts with greater FAR compliance and government process rigor.


Key Responsibilities:

  • Contract Management
    Manage the full lifecycle of contracts solicitation, negotiation, award, administration, and closeout. Develop statements of work, cost estimates, and evaluation criteria. Conduct market research, evaluate proposals, and negotiate terms and conditions.
  • Acquisition Planning
    Partner with program managers and stakeholders to design acquisition strategies. Define requirements, establish objectives, determine contract type/procurement method, and ensure compliance with FAR, DoD directives, and agency guidance.
  • Contract Administration
    Monitor contractor performance, schedules, and deliverables. Process invoices and payments, manage modifications, and resolve disputes. Maintain accurate, auditable contract documentation.
  • Supplier Relationship Management
    Build and maintain effective relationships with contractors and suppliers. Conduct pre-award surveys, evaluate past performance, and oversee compliance with timelines, cost, and quality standards.
  • Compliance and Risk Management
    Ensure adherence to federal acquisition regulations, laws, and policies. Identify and mitigate risks such as cost overruns, schedule delays, or performance failures. Conduct audits and reviews to support contract integrity and accountability.


Qualifications & Requirements:

Education & Experience

  • Bachelors degree in business, acquisition, or related field OR 24 semester hours in business-related courses.
  • Minimum 5+ years of DoD or federal contracting experience required.
  • Prior Air Force Contracting Specialist (6C0X1) experience (E-6/E-7) strongly preferred. Equivalent NAVFAC or USACE background accepted.
  • Experience writing, negotiating, and administering federal contracts with FAR/DFARS knowledge.
  • Corporate-only contracting experience not sufficient unless combined with federal/DoD work.

Technical Competencies

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Familiarity with contract management systems and document control tools (e.g., ConWrite, PD2, PIEE, or equivalent).
  • Strong understanding of FAR, DFARS, and federal acquisition processes.
  • Excellent written and verbal communication skills.

Soft Skills

  • High level of discretion, judgment, and professionalism.
  • Strong organizational and time management skills.
  • Ability to work independently and within multi-agency teams.

Security Clearance Requirement

  • Active Top Secret (TS) clearance required.
  • Must be able to obtain and maintain clearance at the necessary level for assigned duties.

Compensation:

  • Base Salary: Competitive, based on experience and security clearance level.
  • Annual Review: Compensation is reviewed annually as part of FusionICS' performance and salary review process.

Work Conditions & Physical Requirements:

  • Ability to work in high-security environments requiring strict access controls and security protocols.
  • Work in indoor and outdoor environments, including near high-voltage switchgear and substations.
  • Requires lifting/carrying up to 50 lbs, climbing ladders, and working in confined spaces.
  • Occasional travel to other sites or campuses as needed.
  • Onsite position; night or weekend work may be necessary based on construction schedules.
