Position Overview:
The Personnel Security Manager will oversee all aspects of personnel security operations for the DC3 Cyber Training Academy (CTA), ensuring compliance with Department of Defense (DoD), Intelligence Community (IC), and Defense Counterintelligence and Security Agency (DCSA) security standards. This position serves as the focal point for all clearance, suitability, and access matters and ensures the proper safeguarding of classified and controlled unclassified information (CUI) and Personally Identifiable Information (PII) across the CTA enterprise. The Personnel Security Manager will coordinate with government security officers, company leadership, and human resources to manage clearance processing, visitor access, insider threat awareness, and security policy enforcement.
Key Responsibilities:
- Manage the full lifecycle of personnel security processes, including initiating, tracking, and maintaining security clearances (Secret, TS, SCI, SAP) in accordance with ICD 704, DoDM 5200.02, and other applicable policies.
- Serve as the primary liaison with government security officials and adjudication offices to resolve clearance issues, support reinvestigations, and expedite onboarding of cleared personnel.
- Maintain and update personnel security records in government databases (e.g., DISS, NBIS, e-QIP) and ensure timely initiation and tracking of background investigations, polygraphs, and indoctrinations.
- Monitor and enforce compliance with all security-related training requirements, including annual refreshers, insider threat training, and security awareness briefings.
- Oversee the badging and access control processes for personnel requiring unescorted access to secure spaces, including SCIFs.
- Conduct periodic internal audits, self-inspections, and security reviews to assess adherence to security policies and identify areas for improvement.
- Support visit request management, incoming and outgoing unclassified and classified visits, and coordination with local security offices and host commands.
- Develop and implement personnel security SOPs and provide security guidance to leadership and team members on eligibility, access, and personnel conduct concerns.
- Collaborate with facility security, IT security, and training leadership to align personnel security practices with contract-specific requirements and operational tempo.
- Ensure records and documentation are compliant with NISPOM, DoD RMF, and federal security standards for contractor-operated facilities supporting cyber training missions.
Required Qualifications:
- Minimum 7 years of experience in personnel security management, including experience with DISS, e-QIP, NBIS, and other related systems.
- Deep understanding of the NISPOM, ICD 704, DoDM 5200.02, and other federal and DoD personnel security policies.
- Demonstrated success managing cleared personnel within DoD or IC environments, including experience with SAP or SCI eligibility and indoctrination procedures.
- Strong organizational, communication, and analytical skills, including the ability to manage multiple concurrent clearance actions and resolve adjudication delays.
- Ability to maintain strict confidentiality, exercise sound judgment, and represent the company in professional interactions with government security officials.
Desirable Qualifications:
- Facility Security Officer (FSO) or Personnel Security Specialist (PSS) certification or training.
- Familiarity with the Defense Information System for Security (DISS) and experience managing personnel security for programs under DCSA oversight.
- Experience supporting classified training environments, schoolhouses, or cyber operations programs.
- Experience conducting internal security audits, reporting incidents, and developing mitigation strategies.
- Working knowledge of controlled unclassified information (CUI) policies and handling requirements.
- Active Top Secret clearance with current SCI eligibility.
The estimated annual salary for this position is $90,000 - $150,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
