Job Decsription/Overview
- Full time/mote position.
- Establish and manage the end-to-end requirements management approach for a large-scale Federal loan platform.
- Lead requirements elicitation sessions with Federal stakeholders, business users, operations teams, technical teams, and external partners.
- Oversee the development, review, approval, and maintenance of business requirements, functional requirements, non-functional requirements, interface requirements, and reporting requirements.
- Ensure requirements are clear, complete, consistent, uniquely identified, testable, traceable, and aligned to scope and program objectives.
- Maintain requirements baselines, change request documentation, assumptions, constraints, and requirement status reporting.
- Lead requirements impact analysis for proposed changes, including effects on scope, design, development, testing, training, deployment, and operations.
- Support change control boards, milestone reviews, requirements walkthroughs, design reviews, test readiness reviews, and release planning activities.
- Identify requirements risks, gaps, conflicts, dependencies, and ambiguities early, and resolve with accountable stakeholders.
- Provide leadership, guidance, standards, templates, and quality reviews for business analysts and requirements contributors across the program.
Minimum Experience and Qualifications
- U.S. citizenship.
- Bachelor’s degree with 10+ years of experience.
- At least four years in a supervisory capacity, overseeing team workflows, setting business analyst standards/templates across the organization, and mentoring mid/junior analysts.
- Technical literacy, business acumen, and strong management or process skills.
- Strong understanding of waterfall methodology, including requirements baselining, formal approvals, stage-gate governance, documentation control, and downstream traceability to design, build, test, and deployment.
- Demonstrated ability to manage requirements across multiple stakeholder groups, contractors, interfaces, environments, and releases.
- Experience producing or overseeing impact analysis documents, business requirements documents, functional requirements documents, system requirements specifications, interface requirements documents, requirements traceability matrices, and change control artifacts.
- Excellent facilitation, communication, analytical, leadership, and issue-resolution skills.
- Ability to synthesize complex operational, data, and technical information into structured requirements that support delivery and verification.
- At least three years of demonstrated experience operating in a SAFe Agile environment on Federal IT programs.
Preferred Qualifications
- Current SAFe certification.
- Experience supporting Federal student loan, debt management, collections, servicing, or payment processing systems.
- Experience working in hybrid delivery environments, including collaboration with product owners, backlog management, user stories, sprint planning, and iterative requirements refinement.
