  1. About BCHA - The Mission of the Burleigh County Housing Authority (BCHA) is to serve the population of Burleigh County/City of Bismarck by providing affordable housing opportunities in a safe environment with priority given to special needs populations and forming effective partnerships to maximize social and economic opportunities. The mission shall be accomplished by a fiscally responsible, creative organization committed to excellence in assisted housing programs.
  2. Job Title – Waiting List Technician
  3. Terms – full time
  4. Salary per hour - $16-$20/hour. Employee benefits include: Medical insurance, Life insurance, Long Term Disability, vacation and sick time accrues with years employed, BCHA contributes 11.12% for employee retirement.
  5. POSITION OBJECTIVE: To maintain Waiting List for all programs; send and monitor required Landlord reference forms; maintain files for all applicants; monitor files for background checks as required; update website.
  6. Responsibilities/Duties:

Maintain automated waiting list.

  • input all complete applications into software;
  • print out monthly waiting lists and maintain a paper copy;
  • prepare applicant files to be denied and provide to Compliance Officer for denial notices;
  • prepare applicant files for Housing Specialists upon request;
  • enter inactive file information in software and maintain paper copy;
  • check Applicant Reselect List (ARS) for each applicant;
  • check Sex Offender and Offender Against Children Lists for each applicant;
  • inactivate and remove applicant’s name from waiting list(s) upon written request from applicant; and
  • check Community Service log for hours.

Maintain all files associated with maintaining BCHA’s waiting lists.

  • maintain alphabetized storage of all ARS files;
  • maintain active applicant files by date and time for each program; and
  • maintain alphabetized file of inactive applications.

Receive, maintain, log and assign Voucher port-in files.

  • receive port-in papers from program participants wishing to port to BCHA; and
  • record on log and assign to the appropriate Housing Specialist.

Provide on-site and telephone assistance to applicants by providing information regarding all housing programs under BCHA’s jurisdiction and the application process.

  • respond to queries, on-site or telephone, from applicants, individuals or agencies regarding any housing program under BCHA jurisdiction; and
  • provide assistance with completing applications upon request.

Maintain and provide to Compliance Officer a list of all applicants which require a criminal background check.

  • provide written list of names with SS# and DOB to Compliance Officer on weekly basis for individuals nearing the top of the waiting list.
  • send landlord reference forms to applicants (public housing and Community Homes of Bismarck, Inc. only) for applicant signature on release form and names and addresses of current and prior landlords;
  • send completed forms returned by applicants to the landlords listed on the forms.

Procure landlord references for Public Housing and Washington Court applicants.

Update statewide ARS data base as necessary.

Update in-house ARS list as necessary.

  • maintain alphabetized files of past tenants or inactive program participants who are ineligible by monitoring their periods of ineligibility;
  • monitoring terminated Public Housing tenants for their Community Service hours requirement; and
  • notify Compliance Officer when a Public Housing or CHBI tenant who was evicted has paid all monies owed in full so that the Compliance Officer can draft a Satisfaction of Judgment and file it with the court.

Prepare and submit list of names of current, past BCHA/CHBI tenants and program participants who owe money to BCHA/CHBI to the Grand Forks Housing Authority for participation in the State Income Tax Intercept Program.

  • prepare list and forward annually.
  • log on to SAVE website and request verification of eligible immigration status; and
  • complete and provide follow up information or verification required by SAVE, if any.

Verify eligible immigration status for non-citizens through the Systematic Alien Verification of Entitlements (SAVE) system.

Update website as necessary.

Record rent reasonableness for all HAP Voucher Participant files.

Back up for Administrative Assistants as needed.

Other duties as assigned.

  1. Candidate Requirements:

  • Knowledge of general office practices and procedures.
  • Experience with some software programs and data entry i.e. Word, Excel, Outlook etc.
  • Ability to read and understand federal laws and regulations and BCHA written policies pertaining to occupancy of BCHA’s housing programs.
  • Ability to accept responsibility for job description.
  • Ability to follow both written and verbal requests and instructions.
  • Good telephone and face-to-face communications skills with public.
  • Good interpersonal skills.
  • Ability to accept and adapt to frequent and unscheduled change(s) in policies, procedures, program requirements, etc.
  • Minimum Qualifications
  • Two to three years office experience.
  • At least one year experience working with the public.
  • Dependable, trustworthy, neat appearance.
  • Perform assigned work consistently and accurately.
  1. Physical Requirements:
  • Ability to remain in a stationary position (seated or standing) for extended periods while working at a computer or desk.
  • Ability to move about the office to access files, office equipment, and interact with staff and visitors.
  • Ability to lift, carry, or move items such as office supplies, files, or small equipment—typically up to 20 pounds.
  • Ability to operate standard office equipment, including computers, phones, copiers, scanners, fax machines, and postage machines.
  • Ability to communicate clearly in person, over the phone, and in writing.
  • Ability to use hands and fingers for typing, filing, and other repetitive motions involved in office tasks.
  • Ability to see and read printed or electronic documents, and to hear and respond to conversations and inquiries.
  • Ability to occasionally bend, reach, crouch, or twist to access files, supplies, or equipment.
