JOB TITLE: DESKTOP TECHNICIAN - BIA

REPORTS TO: PROGRAM MANAGER

WHERE: REMOTE

Job Summary

This position is contingent upon contract award. The selected candidate will provide professional support services to the Bureau of Indian Affairs (BIA) in alignment with the contract’s Performance Work Statement (PWS). Responsibilities may include programmatic, administrative, technical, or operational support to advance BIA’s mission and objectives. The individual will work collaboratively with Government personnel and teaming partners to ensure timely, compliant, and high-quality delivery of services.


NIST SP 800-53 Compliance Requirement: NIST SP 800-53 is a comprehensive, risk-based framework developed by the National Institute of Standards and Technology (NIST) to provide a catalog of security and privacy controls for federal information systems and critical infrastructure in the U.S. It helps organizations secure their systems, comply with FISMA regulations, and manage cybersecurity risks through technical, operational, and management controls. All personnel in this position are required to operate within this framework.


Leveling Note: This is a multi-level vacancy. Final level and LCAT designation will be determined based on the candidate’s years of experience, leadership background, and technical mastery.

Core Security & Compliance Requirements (Mandatory for All Levels)

All candidates, regardless of level, must demonstrate the ability to operate within highly regulated federal environments:

  • Compliance Standards: Maintain strict adherence to NIST SP 800-53 controls and FedRAMP security requirements for all cloud and hosted services.
  • Incident Response: Report all security and privacy incidents within one hour of discovery.
  • Data Protection: Use FIPS 140-2 validated encryption for all sensitive data at rest and in transit.
  • System Hardening: Follow DOI-specific standards for system hardening, patching, and annual security/privacy training.

Core Responsibilities (All Levels)

  • Technical Support: Provide Tier II deskside and remote support for desktops, laptops, mobile devices, printers, and scanners.
  • Deployment: Image and configure computers for new employees; install approved hardware and software (Microsoft OS, GIS, AutoCAD, and DOI-specific apps).
  • Infrastructure: Maintain cable plant and physical security in server rooms; assist with LANs, servers, and network switches.
  • Security & FedRAMP: Ensure all cloud or hosted services comply with FedRAMP and FISMA standards. Report incidents within 1 hour and use FIPS 140-2 encryption for sensitive data.
  • User Training: Assist users with domain logins and provide training on email and collaboration tools.


Level-Specific Requirements

Candidates will be evaluated and placed into one of the following Labor Categories (LCAT) based on experience and leadership capabilities:

Desktop Technician III

  • Experience: Minimum 3 years of technical experience.
  • Focus: Proficiency in troubleshooting hardware/software and following DOI security protocols with minimal guidance.
  • Education: Associate’s Degree or equivalent experience.

Desktop Technician IV

  • Experience: Minimum 4 years of technical experience.
  • Leadership: Proven ability to lead small teams (5+ staff) and serve as a Subject Matter Expert (SME).
  • Project Focus: Ability to develop project documentation and lead regional IT initiatives or migrations.
  • Education: Associate’s Degree or equivalent experience.

Desktop Technician V

  • Experience: Minimum 5 years of technical and managerial experience.
  • Leadership: Oversee multiple teams and act as the primary regional escalation point.
  • Governance: Manage compliance deliverables, including POA&Ms, vulnerability scans, and tracking annual security training.
  • Education: Associate’s Degree or equivalent experience.

Technical Skills & Compliance Standards

  • Operating Systems: Expert knowledge of Microsoft OS and enterprise software.
  • Security Frameworks: Practical application of NIST SP 800-53 controls and system hardening standards.
  • Physical Security: Adherence to NIST and DOI standards for server room security and records management.
