SUMMARY: Under limited supervision, responsible for the installation, availability, reliability, performance and maintenance of the Authority’s supported systems. This includes day-to-day management, operational support, upgrade and implementations for systems including but not limited to Microsoft Windows desktop and server platforms, hosted and on-premise information systems, and related software applications. Provides Tier 1 support to the organization. Works with IT staff in training employees on IT equipment, applications and procedures. Coordinates maintenance and ensures the proper operation of core systems and applications. Responds to emergency IT situations during off-hours as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

  1. Responsible for SaaS platforms, including but not limited to Tyler EERP and Microsoft Power Platform.
  2. Responsible for Windows platforms, including but not limited to Windows Servers, Windows Domain Services, etc.
  3. Maintains and administers necessary permissions and accounts within Authority information systems.
  4. Responsible for desktop experience, including image deployment, user state migration tools, software advertisements, and application metering.
  5. Performs maintenance activities as needed to keep environments up-to-date with urgent patches, releases, etc. as necessary for appropriate information and network security.
  6. Develops and maintains procedures and hardware/software documentation.
  7. Develops, administers, and maintains the Authority’s SharePoint and intranet site, works with departments to ensure SharePoint is meeting their requirements.
  8. Evaluates hardware and software to meet user requirements; makes written and verbal recommendations for user or management review.
  9. Monitors related systems and applications to ensure performance is in optimal working order at all times.
  10. Analyzes, reviews, and alters computer systems to maintain and increase operating efficiency and system resources, minimize support and maintenance or adapt to new requirements.
  11. Trains users on software, hardware, and operating systems; utilizing appropriate training material or arranges training with training coordinator.
  12. Identifies equipment specifications and orders IT equipment in accordance with budget set by the IT Manager.
  13. Provides Tier 1 support to the organization.
  14. Performs root cause analysis and develops checklists for typical problems.
  15. Keeps abreast of new developments in field; includes self-study and company provided training.
  16. Performs other related duties as assigned to ensure effective operation and success of the department.

MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCE: Requires aBachelor of Science in Computer Information Systems or related degree, an Associate’s Degree in Computer Information Systems or related degree with three to five years’ experience in an IT system or a High School Diploma with five to seven years’ experience in IT systems. Experience includes utilizing troubleshooting techniques and knowledge involving computers, networking, software, fiber optic networks, SCADA, security, communications equipment, radio frequency theory, and workstations. Experience includes managing IT projects. Has in-depth, functional, broad-based knowledge of Windows based computer operating systems and networks. Must be able to communicate effectively and clearly with all departments and employees to establish and maintain cooperative working relationships. Prefer two years of experience with maintaining governmental information systems. Prefer experience in water/wastewater industry.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess and maintain a valid driver’s license. A+, Network+, Security+, Fundamental level Microsoft certification in Infrastructure/Power Platform or similar certification required.
