BSI seeks a Senior Information System Security Officer to support critical Air Force communications networks at Offutt AFB. These systems provide mission-essential secure voice and data services supporting national command authorities and military operations worldwide. You will maintain Authorization to Operate and ensure all cybersecurity documentation meets stringent RMF requirements for these vital defense systems.
This position may include program management responsibilities, overseeing the contract team and serving as the primary interface with Government stakeholders.
Primary Responsibilities
Authorization to Operate (ATO) Management:
- Establish and continuously maintain ATO for Air Force communication systems and related subsystems
- Manage accreditation for multiple interconnected systems and external connections
- Process, store, maintain, update, and validate RMF documentation in classified environments
- Update RMF packages in authorized workflow platforms throughout all lifecycle phases
Body of Evidence Development:
- Develop Security Plans, Security Assessment Reports (SAR), and POAMs
- Create network diagrams, system architecture documentation, equipment inventories, and software lists
- Maintain security controls traceability matrices
- Develop and implement RMF family policies
Audit and Compliance:
- Conduct monthly audit file backups using DoD-approved scanning software
- Complete audits of network equipment, switches, terminals, and security systems
- Establish audit response plans within 30 days of audit completion
- Support external audits by DoD agencies and other investigative entities
- Respond to audit findings and implement corrective actions
Configuration Management:
- Assist in configuration management process reviews
- Maintain systems using DoD, Air Force, and local policies
- Document remote access capabilities and personnel permissions
- Update artifacts in workflow platforms within required timeframes
Documentation Management:
- Manage interagency agreements and memorandums of understanding
- Update documents on required schedules
- Maintain network interconnection documentation
- Obtain and manage facility accreditation documents
Security Operations:
- Perform security representative functions for secure facilities
- Manage security violations and incident reporting
- Coordinate hardware and software entry/exit requirements
- Schedule and complete classified media destruction
Collaboration:
- Interface with Air Force units, defense agencies, and military commands
- Coordinate with Information System Security Managers
- Provide training to Air Force personnel
- Attend meetings and provide technical guidance
Additional Responsibilities (Program Management):
Team Leadership:
- Oversee contractor and subcontractor personnel
- Provide task direction and work prioritization
- Manage personnel absences to ensure continuous mission support
- Fill vacancies within required timeframes
- Establish and maintain continuity plans
Government Interface:
- Serve as primary point of contact with Contracting Officer (CO)
- Coordinate with Contracting Officer Representative (COR)
- Maintain relationships with Air Force leadership
- Facilitate communication between contractor team and Government
Contract Management:
- Integrate and coordinate all contract activities
- Conduct internal quality reviews
- Ensure compliance with policies and procedures
- Address Government-identified deficiencies within 3 business days
- Submit required deliverables and reports
Program Deliverables:
- Designate primary and alternate points of contact (within 30 days of award)
- Develop and submit Training Plan (within 30 days)
- Develop and submit Quality Assurance Plan (within 60 days)
- Create Continuity of Operations Plan (within 180 days)
- Establish Property Management Plan (within 30 days)
Required Qualifications
Education:
- Associate of Science Degree in Information Technology or Cybersecurity (minimum)
Experience:
- Minimum 4 years working RMF requirements and providing cybersecurity services
- Intermediate Level Cybersecurity Work Role experience required
- Demonstrated experience with complex A&A processes
Certifications:
- Must meet DoD 8140.03 (DFARS 252.239-7001) certification requirements for ISSO work role
- All certifications must be current before starting work
Technical Knowledge:
- Working knowledge of Emissions Security (EMSEC) and TEMPEST concepts
- Familiarity with NIST 800-53 and CNSSI 1253
- Understanding of DoDI 8510.01 and RMF processes
Security:
- Active Top Secret clearance required at hire
- Must obtain additional clearance caveats within 3 months of contract start
- Able to work in Sensitive Compartmented Information Facilities (SCIFs)
Skills:
- Strong organizational and coordination abilities
- Excellent communication skills (written and verbal)
- Ability to manage multiple priorities and deadlines
- Problem-solving and leadership capabilities
Desired Qualifications
- Experience with XACTA IA Manager or eMASS platforms
- Prior Air Force or DoD communications system experience
- Knowledge of DoD security guidance and classification procedures
- Experience with secure voice and conferencing systems
- Familiarity with DoD information security manuals
- Previous contract management or team leadership experience
- Experience with FAR/DFARS requirements
- Project Management Professional (PMP) certification
