SCOPE OF SERVICES

The scope of this project is to develop a secure, internal-facing, web-based portal that will provide HESC staff with a consolidated view of financial aid applications to make application processing more efficient. This includes reviewing, updating, and verifying information using supporting documentation and data from multiple data sources; where possible, streamline and automate processes to help make eligibility determination and reporting easier. External-facing features such as student/applicant or college portal are excluded from the scope of this project.



JOB DESCRIPTION

The QA Engineer / DevOps Specialist will lead quality assurance and deployment automation for a secure, cloud-native portal supporting HESC operations. This role ensures that all application code meets the highest standards of performance, security, and maintainability through comprehensive automated testing and continuous integration/deployment practices.

This position is responsible for achieving code quality through automated testing (90% coverage, Section 3.2) and manual reviews. Manages CI/CD pipelines, containerization, and deployment across four lifecycle environments (Dev, Test, Staging, Production). The specialist will also help ensure compliance with New York State vulnerability standards (NYS-S15-002) through security scanning and remediation.

RESPONSIBILITIES:

  • Design, implement, and maintain automated test suites to achieve and sustain 90% code coverage, using tools such as Selenium, NUnit, or similar.
  • Conduct manual testing and code reviews to validate UI functionality, backend integration, and accessibility standards.
  • Develop and manage CI/CD pipelines using tools such as Jenkins, GitHub Actions, or Azure DevOps.
  • Orchestrate containerized deployments using Docker and Kubernetes across Dev, Test, Staging, and Production environments.
  • Collaborate with developers and system architects to maintain testability and deployment readiness in every sprint.
  • Implement and monitor security scanning tools to identify vulnerabilities and coordinate timely remediation in accordance with NYS-S15-002 policies.
  • Maintain environment stability, deployment logs, rollback procedures, and related release documentation.



MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered

  • 5+ years of experience in QA and DevOps for cloud-native applications.
  • Expertise in automated testing frameworks (e.g., Selenium, NUnit) and CI/CD tools (e.g., Jenkins, GitHub Actions).
  • Experience with containerization (Docker, Kubernetes) and cloud platforms (Azure, AWS, or GCP).
  • Knowledge of secure coding and NYS vulnerability management standards (NYS-S15-002).

DESIRABLE SKILLS

  • Experience working in public-sector or compliance-driven environments.
  • Familiarity with performance/load testing and monitoring tools.
  • Background in Infrastructure as Code (IaC) with tools like Terraform or ARM templates.
  • Working knowledge of accessibility testing, cross-browser validation, and deployment hardening practices.
