About the Role:
As a Semiconductor SME supporting our Federal government client, you will lead technical efforts advancing semiconductor research and development initiatives under the CHIPS Act. You will play a critical role in evaluating emerging research areas, leading technical reviews, and shaping program plans that strengthen the U.S. semiconductor ecosystem and advance innovation.
Key Responsibilities include (but are not limited to):
- Lifecycle Support for Broad Agency Announcements (BAA):
Lead or support the full CHIPS BAA lifecycle, including requirements development, solicitation refinement, technical evaluations, synthesis of reviewer feedback, preparation of funding recommendations, and post-award monitoring of awardee organizations. - Technical Expertise in Emerging Areas:
Apply deep subject matter expertise to evaluate emerging research focus areas and technology trends aligned with CRDO priorities, including:- Semiconductors and advanced microelectronics technologies
- Materials science and lithography
- AI-enabled semiconductor design
- Quantum applications in microelectronics
- Biotechnology and biomanufacturing applications
- Heterogeneous integration techniques
- Standards development and technology commercialization
- Strategic Program Planning:
Advise leadership on long-term program strategy, research prioritization, and future funding initiatives. Support development of forward-looking solicitations that strengthen U.S. semiconductor innovation and competitiveness. - Technical Evaluations and Assessments:
Conduct structured evaluations of innovation proposals and research concepts, assess feasibility and technical risk, and provide clear, defensible recommendations to inform funding decisions. - Research and Technology Landscape Analysis:
Monitor advancements across AI, quantum, biotechnology, and commercialization domains to identify high-impact research opportunities and emerging capability gaps. - Commercialization and Transition Strategy:
Provide technical insight into pathways from research to scalable commercial solutions, identifying barriers to adoption and recommending strategies to accelerate transition within the semiconductor ecosystem. - Standards Development and Ecosystem Engagement:
Collaborate with industry, academia, and government stakeholders to identify standards gaps and strengthen national and international alignment in advanced microelectronics technologies. - Cross-Sector Collaboration:
Engage researchers, awardees, technical experts, and program stakeholders to define focus areas, address technical challenges, and ensure alignment with program objectives. - Program Advocacy and Executive Support:
Support leadership communications through development of technical briefings, decision memoranda, and stakeholder materials that clearly articulate program priorities, risks, and impact. - Carry out our Commitments to Deliver, Grow, and Thrive
Location:
You will work as part of a dynamic team remotely in metro-accessible Washington, DC; Reston, VA; Arlington, VA or Boulder, CO. You will work at the client site dependent on contract requirements.
Required Experience/Skills:
- Bachelor’s Degree in Engineering, Physics, Computer Science, Materials Science, Artificial Intelligence, Quantum Technology, Biotechnology, or a related technical field.
- Advanced Degree (Master’s or PhD) Engineering, Physics, Computer Science, Materials Science, Artificial Intelligence, Quantum Technology, Biotechnology, or a related technical field is preferred
- 25+ years of technical experience in R&D, applied research, or innovation strategy, preferably related to semiconductors, microelectronics, or heterogeneous integration techniques.
- Demonstrated experience supporting strategic program planning and lifecycle management of Broad Agency Announcements, including technical evaluations and monitoring awardee performance.
- Expertise in semiconductor ecosystem areas, including materials science, lithography, and AI-enabled design, as well as emerging areas such as quantum technology and biotechnology.
- In-depth understanding of the intersection between cutting-edge research and its commercialization potential.
- Exceptional analytical skills with experience assessing emerging technologies and their potential impact on industry and national priorities.
- US citizenship and the ability to obtain a public trust clearance
Preferred Experience/Skills:
- Prior experience supporting government programs related to semiconductors, microelectronics, or advanced technology R&D under a federal mandate (e.g., the CHIPS Act).
- Familiarity with heterogeneous integration approaches and their applications in semiconductor development.
- Understanding of key domains such as AI-driven microelectronics, quantum microtechnology, and biotechnological applications in semiconductors.
- Familiarity with standards development organizations, such as ISO, IEC, or IEEE, and expertise in defining technical standards for emerging technologies.
- Knowledge of technology commercialization pathways, including intellectual property development, spin-offs, and venture capital strategies.
- Proven expertise in cross-disciplinary collaboration with academia, industry, and government stakeholders to shape innovation priorities.
- Strong familiarity with federal R&D funding mechanisms, such as Broad Agency Announcements, cooperative agreements, and contracts.

Salary:
Approximate Salary Estimate: $130,000 - $160,000 annually
