Position Summary
The On-Site Contract Manager serves as Bizzell’s senior on-site representative and Key Personnel lead responsible for overall execution of the FDA NCTR On-Site Facility Operations and Maintenance Support Services contract at the Jefferson Laboratories Complex (JLC). The position provides strategic leadership, customer engagement, contract administration, workforce management, regulatory compliance oversight, and performance management for a complex federal research campus supporting laboratory, animal care, utility plant, administrative, and support facilities.
Key Responsibilities
· Serve as primary interface with the FDA Contracting Officer’s Representative (COR).
· Direct all contract operations, staffing, mobilization, transition, and performance activities.
· Ensure compliance with PWS requirements, quality standards, and contract deliverables.
· Oversee utility plants, maintenance operations, EMCS, janitorial, grounds, pest control, and food service support.
· Manage budgets, subcontractors, risks, and performance metrics.
· Lead emergency response and continuity of operations activities.
· Oversee CMMS reporting, asset management, and KPI tracking.
· Ensure compliance with OSHA, EPA, NFPA, and site-specific requirements.
Requirements:
Required Qualifications
· Bachelor’s degree.
· 10+ years managing complex O&M programs.
· 5+ years supporting federal, laboratory, healthcare, research, or industrial facilities.
· Experience with CMMS such as Maximo.
· Experience managing multi-discipline workforces.
Preferred Qualifications
· FDA/HHS/NIH/CDC/NASA experience.
· PMP, PE, CFM, or equivalent.
· Research campus experience.
