POSITION SUMMARY:
The Chief Quality Officer (CCO) reports to the Chief Executive Officer of the HCESD 11, The CQO is responsible for assisting the Medical Director in the management and oversight of the roles and responsibilities of the Clinical Department and is responsible for daily operational and administrative function of the Clinical Department. Emphasis is placed upon achieving, clinical excellence, organizational performance, and financial objectives while conducting oneself consistent with the vision, mission, and values of HCESD 11.
SPECIAL NOTE:
This job has been designated as a Safety Sensitive Position by Harris County ESD #11 Mobile Health Care. Public safety, as well as the safety of Harris County ESD #11 Mobile Health Care employees, requires that the employee in this position be able to always perform all essential functions at the highest levels. Therefore, this position is subject to frequent drug testing and requires reporting of all employee use of High-Risk Medications identified by Harris County ESD #11 Mobile Health Care and certification from the employee’s physician that such medications can be safely used while working. Because Harris County ESD #11 Mobile Health Care ’s ability to deliver emergency medical response depends on having a workforce that can be reliably scheduled, this job also requires regular and reliable attendance. This is a high-stress job that requires focus, engagement, and high performance in traumatic, physically demanding, emotionally charged, and life-threatening situations. The position involves exposure to serious and graphic injury to adults and children, including death and dismemberment. A high level of physical, mental, and emotional health is an essential requirement.

RESPONSIBILITIES AND DUTIES:
- Oversight and management of all processes of the Clinical Department and clinical oversight of field providers.
- Oversight and/or management of other departments as needed that relate to the clinical needs of ESD11.
- Manage department staffing resources to ensure departmental and organizational goals are achieved.
- Oversight and management of all projects assigned to the Clinical staff.
- Assist the Medical Director in developing, implementing, and evaluating policies pertaining to clinical operations and quality improvement.
- Assist the Medical Director in the development, implementation and evaluation of short and long-range strategies, objectives, and priorities.
- Collaborate with all stakeholders to ensure effective communication and implementation of Medical Director initiatives.
- Assure a positive working and communicative relationship between internal and external agencies and the Medical Director regarding initiatives that may impact the Clinical Department roles and responsibilities.
- Utilizes decision making, problem solving, and collaborative skills.
- Adheres to all agency policies and procedures.

- Appropriates regular and timely physical attendance during assigned work hours.

External Relationship Development:
- Establish and ensure positive working relationships with fire, police, hospitals, physicians, nursing homes, any other healthcare providers, as well as regulatory entities.
- Ensure compliance with all local, state, and federal employment laws and agency policies.
Strategic Plan Implementation:
- Provide programmatic leadership and input for all strategic plan implementation processes with the Medical Director, CEO, and staff. Coach program managers as they implement the strategic plan and transition program operations.
- Develop and implement a system for tracking and reporting on the progress of the strategic plan implementation.
WORKING CONDITIONS:
ENVIRONMENT:
Office and occasional off-site functions. Essential functions are regularly performed without exposure to adverse environmental conditions; performance of functions in the field may require exposure to adverse environmental conditions.
PHYSICAL REQUIREMENTS:
Exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as viewing a computer and extensive reading. Involves sitting, standing, and walking to a significant degree.
MINIMUM REQUIREMENTS:
- Master’s degree in science, business administration, or other Healthcare related discipline and (5) years of related experience required. Work experience may substitute for education requirement.
- Excellence in Clinical management and research with the ability to coach a senior-level staff to manage and develop high-performance teams and develop and implement program strategies.
- Deep experience in clinical management with a strong understanding of budgeting and fiscal management.
- Track record of effectively leading a team with a complex array of programs and with the ability to leverage strengths across program areas, excellent project management skills.
- In-depth knowledge and understanding of the elements of a high performance and clinically excellent organization, including clinical system design, organizational structure, research, and quality improvement service delivery.
- Analytic and decisive decision maker with the ability to prioritize and communicate to staff key objectives and tactics necessary to achieve clinical and organizational goals.
- Ability to point to specific examples of having led clinical transformation projects and program development.
- Strong written and verbal communication skills; a persuasive and passionate communicator with excellent public speaking skills.
- Local and national professional organization experience and participation
- Action-oriented, flexible, and innovative approach to clinical management.
- NIMS ICS-100, 200, 700, 800 and ICS-300 & ICS-400 within 6 months of employment
- Must have a valid Texas driver's license
- Must not have been excluded by the OIG to participate in federally funded healthcare programs.
PREFERRED REQUIREMENTS:
- Proven ability to transform the way people think about their jobs, the business, and the client/customer.
- Experience with EMS research study design and peer reviewed manuscript completion
- Six Sigma process improvement theory
