Position Description
The Criminal Investigator I patrols and conducts law enforcement activities in CHA communities and investigates
private properties subsidized by the Housing Choice Voucher Program (HCVP) as needed.
Essential Duties and Responsibilities
The statements contained herein reflect general details to describe the principal functions of this job, the level of
knowledge and skill typically required and the scope of responsibility, but should not be considered an all-inclusive
listing of work requirements. Individuals may perform other duties as assigned including work in other functional
areas to cover absences or relieve others, to equalize peak work periods or otherwise balance the workload.
1. Works in close coordination and cooperation with Chattanooga Police Department (CPD) Officers and
personnel assigned to the CHA properties and properties subsidized by the HCVP.
2. Schedules and assigns duties to contract law enforcement officers.
3. Interacts with CHA resident groups and other community agencies and organizations to promote projects
that enhance quality of life and community values in CHA communities (e.g., Neighborhood Watch,
vehicle registration, resident identification badges).
4. Conducts investigations on persons living in CHA apartments who are not on the lease. Reports illegally
parked cars to Community Managers. Coordinates security for events that occur in CHA communities such
as meetings, block parties, etc.
5. Documents situations where residents and others on the lease or visitors may be involved in criminal
activity or deviant behavior that violates the CHA One Strike Policy. Recommends evictions and
coordinates the process with the Community Managers and the CHAs Legal Counsel.
6. Provides reports on the number of investigations, applicants denied housing due to criminal activity, court
appearances, and serves as an advisor on all public safety and physical security issues pertaining to the
management of CHA facilities to the Director of Housing Operations.
7. Conducts physical and electronic surveillance using still cameras, video cameras and other surveillance
equipment. Ensures that digital recording equipment is functioning properly.
8. Appears at criminal/civil judicial court and administrative hearings to provide documentary and/or oral
evidence of investigative actions.
9. Conducts investigations into allegations of either civil or criminal misconduct by CHA employees, which
would reflect negatively against CHA or involves the property or cash holdings of the CHA.

10. Coordinates security workshops and crime prevention seminars for CHA residents.
11. Responds to call for service in CHA housing communities, as required.
12. Completes all necessary forms and reports.
13. Provides back-up for and assists other law enforcement personnel operating in CHA housing
communities.
14. Interviews witnesses and suspects to obtain statements in criminal and/or administrative investigations.
15. Drafts and obtains search warrants authorizing the search of persons and/or property; executes warrants
and obtain evidence for prosecution.
16. Participates in investigations with other local, state or federal law enforcement agencies.
17. Secures crime scenes, collects, and processes evidence.
18. Exhibits and encourages behaviors that uphold CHAs core values.
19. Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and
makes recommendations to the Executive Director.
20. Establishes and maintains effective working relationships with the CHA Board, employees, residents,
participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works
harmoniously with community stakeholders.
21. Attends and/or participates in various meetings related to the CHA as required.
22. Reports consistently to assigned work location(s) in accordance with established work
schedule. Must be reliable.
23. Provides outstanding customer service by responding to phone calls, emails, and written correspondence
in a timely, efficient, and appropriate manner.
24. Handles confidential matters with discretion.
25. Performs other duties as directed.
Required Knowledge, Skills and Abilities
1. Knowledge of state and federal criminal law and local, state, and federal laws governing public and other
subsidized housing programs.
2. Knowledge of law enforcement software systems; ability to retrieve information relative to local criminal
history reports.
3. Knowledge of physical security processes and technologies including video recording equipment, cameras,
and alarms.
4. Knowledge of safety and risk management processes.

5. Knowledge of the civil and criminal justice systems with the ability to interface with necessary personnel to
obtain reports and dockets in both Sessions and Criminal Courts.
6. Strong interpersonal skills and effective communication ability, both orally and in writing.
7. Ability to communicate with people from a broad range of ethnic and socio-economic backgrounds.
8. Ability to work independently and in-group settings and use sound judgment in decision-making and
problem solving.
9. Must obtain Police Officer Standards and Training (POST) Instructor Certification.
Minimum Education, Training, and/or Experience
1. Graduation from an accredited college or university with a Bachelors Degree or at least ten years
equivalent work experience in security management. A degree in Criminal Justice or Criminology is
preferred
2. Any equivalent combination of education, training, and experience which, in the sole determination of
the CHA, provides the required knowledge and abilities may be considered sufficient.
Physical/ Mental Requirements
1. Level of manual dexterity sufficient to allow for operation of office equipment.
2. Ability to move, handle, or lift small objects around desk area.
3. Must have acute hearing and visual abilities.
4. Must be able to stand, walk, and run for extended periods.
Special Requirements
1. Must meet all Tennessee Police Officer Standard and Training (POST) requirements for certified law
enforcement officer.
2. Must meet the standards set forth by the State of Tennessee to obtain and retain certifications required for
law enforcement officers.
3. Must possess a valid drivers license, have reliable transportation, and be insurable under CHAs automobile
insurance.
4. Criminal background checks and drug screening will be performed.
5. Demonstrated proficiency at Microsoft Word and Excel.
6. Must be bondable.
