CVP is seeking an experienced Technical Data Governance Lead to join the DHMS organization. As a Technical Data Governance Lead, you will strategically guide the implementation of data governance frameworks, manage cross-functional teams, and drive innovation in governance approaches. The ideal candidate will combine deep technical expertise with strategic leadership skills to enable trust and usability of health data at scale across the DoD.
Role Description
The Technical Data Governance Lead serves as a key leader within DHMS, developing and implementing data governance strategies aligned with DoD standards and military health mission requirements. You will lead a team of 8-10 contractors executing governance initiatives across data cataloging, policy, and quality. You will bridge technical and non-technical stakeholders, foster enterprise-wide adoption of governance practices, and continuously drive innovation in governance approaches.
The ideal candidate will demonstrate strategic vision, technical fluency, and exceptional communication skills to successfully advance DHMS' governance maturity while supporting the broader mission of military healthcare.
Responsibilities:
- Develop and guide implementation of DHMS' data governance strategy, ensuring alignment with DoD standards, Data Management Body of Knowledge (DMBoK) principles, and MHS mission needs
- Oversee development and drive adoption of scalable, DoD-compliant data governance frameworks, policies, and standards
- Lead a team of 8-10 contractors responsible for executing data governance initiatives across data cataloging, data policy, and data quality
- Provide coaching, prioritization, and operational oversight, including setting goals, tracking progress, and coordinating delivery timelines
- Serve as primary point of coordination between the team and DHMS leadership, escalating risks and enabling informed decision-making
- Bridge technical and non-technical stakeholders to align on governance priorities and promote shared understanding of standards
- Serve as liaison between DHMS and partner agencies to align governance expectations and promote shared standards
- Support integration of governance policies into operational workflows through change management and training
- Identify opportunities to modernize governance practices and drive efficiencies through automation/tooling improvements
- Track governance maturity using data-driven methods; report insights and performance trends to senior leadership
- Scale data governance capabilities across a growing ecosystem of data products
- Serve as strategic advisor on enterprise data modernization efforts, including zero-trust data frameworks and responsible AI adoption
Qualifications:
- Undergraduate degree or equivalent in Computer Science, Information Systems, Data Management, or related technical discipline
- 10+ years' experience in data governance, enterprise data architecture, or data strategy execution within large-scale federal or healthcare environments
- Expert-level knowledge of DoD data governance policies, metadata standards, and frameworks (e.g., DMBoK)
- Hands-on experience with tools such as Talend Data Catalog, AWS, Apache Hive, Oracle Databases, or other metadata/data quality platforms
- Demonstrated ability to lead and mentor cross-functional technical teams, including within matrixed or contract-heavy environments
- US Citizen; must be located in the US and eligible for DoD public trust or clearance
