ITility is seeking an experienced performance driven PMO Manager supporting a new government client. This position will be onsite at our ITility headquarters in Chantilly or at the client site in Tysons Corner. Hybrid work will be possible after initial contract award and business processes established. This position is contingent based on contract award.

Core responsibilities
- PMO Leadership and Contract Management
- Cultivate a high-performing team with the required expertise and skill sets to ensure on-time delivery of work products according to project schedule, scope, and budget.
- Assist the PM and Deputy PM in providing leadership, management, direction, administration, and quality assurance for this new program.
- Directly supervise PMO staff by assigning work, mentoring, setting goals, measuring performance, and providing direct feedback.
- Plan, develop, and coordinate resources, facilities, and administrative support functions to improve and foster efficient operations of the division.
- Carry out assigned tasks in accordance with contract requirements and prioritize resources as required.
- Identify and overcome risks/issues encountered during execution, making reasonable escalations to the PM as required.
- Champion the culture of continuous improvement to help position the organization for growth.
- Coordinate and manage multiple projects across the program.
- Executive Support
- Work closely with the PM and Deputy PM to manage key PMO deliverables and monitor results to effectively advance business and client objectives.
- Advise client and PM on project status, risk assessments, scheduling issues, and other PMO-related issues, as required.
- Assist the Program Manager in meeting preparation, follow-up, and execution.
- Attend meetings and participate in meetings with government representatives as required.
- Gather, prioritize, and structure critical information for dissemination to the Program Manager and staff to assist with effective organizational decision-making.
- Deliverables
- Develops, tracks, and briefs program performance metrics including cost, schedule, staffing, and SLA/KPI performance.
- Manages delivery of key project management deliverables such as:
- Project Management Plan
- Quality Management Plan
- Transition-In Plan
- Security Education Plan
- All monthly and quarterly reporting requirements
- Any other deliverables as requested by the PM or the client
- Support the progress of deliverables, SLAs, and initiatives by facilitating cross-functional collaboration sessions to ensure aligned action plans.
- Assist with tracking project performance, specifically analyzing the successful completion of short- and long-term goals.
- Leads PMO development of a repository of project management tools and resources (schedules, templates, risk registers, project plans, CONOPS, lessons learned, etc.).
- Program Operations & Integration
- Integrates across finance, HR, recruiting, and the four technical leads to ensure aligned reporting and execution.
- Proactively manage stakeholder engagement with Contracting Officers, CORs, and Technical Leads to maintain positive, ongoing relationships focused on customer satisfaction and program quality.
- Support all aspects of execution, including training, communications, milestone planning and execution, action-item response, and schedule control.
- Other duties as assigned to support the organizational mission.
Qualifications:
- TS//SCI Clearance with CI Poly.
- Executive Leadership experience in the Intelligence Community (IC)
- Bachelor’s degree required, Master’s preferred
- Minimum of 10 years’ experience managing complex programs and leading large teams of personnel.
- Exceptional writing, editing and briefing skills, including the ability to communicate appropriately with all levels of the client organization as well as ITility leadership.
- Keen ability to take complex data and concepts and distill for senior leadership and other decisionmakers.
- Excellent critical thinking and highly resourceful with advanced problem-solving, conflict resolution, active listening, and time management skills.
- Effectively transmit, receive, and accurately interpret ideas, and information.
- Strong organization and planning skills. Ability to manage multiple concurrent objectives, projects, groups, or activities, making effective judgments as to prioritizing and time allocation.
- Strong emotional intelligence.
- Self-motivated and proactive.
Desired experience:
- Prior PMO experience, contracting experience and/or experience providing support to federal clients as either a government contractor or a federal employee.
- Prior experience as supporting executive leadership in the Intelligence Community as a Chief of Staff or similar.
- Experience supervising front office staff, legislative aides, Human Resources and security.
- Experience working at the client site.
