This is a gubernatorial appointee position.

Within Cal OES, the Homeland Security Division’s State Threat Assessment Center (STAC) serves as California’s primary information-sharing clearinghouse, focused on strategic threat analysis and situational awareness reporting. The STAC supports statewide leadership and the public safety community in preventing, preparing for, mitigating, and responding to crimes and hazards that could impact the state’s citizens and critical infrastructure—while maintaining civil liberties, privacy, and constitutional rights.


Join our Strategic Analysis Unit as an Intelligence Analyst, where you’ll play a critical role in safeguarding California by conducting comprehensive research, identifying and analyzing potential threats, and enhancing situational awareness across all levels of government.


Description:

The Intelligence Analyst conducts all-source intelligence research and develops actionable assessments to support California’s homeland security mission. This position requires a strong analytical mindset, attention to detail, and the ability to communicate findings effectively to senior leaders and partner agencies.


This position requires access to National Security Information, and therefore, selected candidates must be able to obtain and maintain a Secret-level security clearance. To obtain a security clearance, you must be a U.S. citizen.


Key Responsibilities:

• Conducts in-depth all-source intelligence analysis on threats facing California, including data collection and structuring

• Develops analytical approaches to address problems with incomplete or conflicting data

• Prepares intelligence products that meet Office of the Director of National Intelligence (ODNI) and STAC standards

• Briefs Cal OES and statewide leadership on findings through full-cycle intelligence analysis

• Facilitates collaboration and information sharing with local, state, tribal, territorial, and federal partners

• Represents STAC at meetings, conferences, and joint analytic working groups

• Supports State Operations Center activities and serve as a duty officer during emergencies

Qualifications and Desirable Experience:

• Minimum of 2-3 years of experience as an intelligence analyst or in a similar position

• Proficiency in the intelligence production cycle and Structured Analytical Techniques (SATs)

• Experience using ArcGIS or geospatial intelligence tools is highly desirable

• Previous experience supporting law enforcement and/or public safety agencies preferred
